Employee Position Summary
ARC (Addressing the Root Cause of Migration) is supported by the Foreign Ministry of the Netherlands for a project called ‘Hope and Opportunities for people in Ethiopia’ that intended to provide alternative livelihood to potential migrants from/through Ethiopia. The ARC Program Manager position holder will be the technical and strategic leader of the project for IMC in Dollo Ado area and the surrounding. He/She is a senior program manager position and will be responsible for coordination and management of the project in Dollo ensuring that the project activities are relevant, successfully implemented and sustainable in line with the proposal, national policies, International guidelines and standard and well integrated with IMC Ethiopia mission. The ARC Program Manager will be responsible to develop detail implementation plans (DIP), monitoring of the program quality, effectively implement the project activities, efficiently use the program budget as per the plan; represent IMC at the field level with the relevant regional/Zonal/Woreda or camps forums/coordination related to migration; lead in building the capacity of the project team; document and disseminate lessons learned and advising the country management team on technical and implementation matters. The Program Manager also takes the lead to develop and strengthen partnerships with other actors of ARC, establishing migration information sharing centers and creating linkage with diaspora and returnees to addressing root causes of irregular migration and advocate for local opportunities for refugees to the local partners when appropriate.
1. KEY RESPONSIBLITIES
1.1. Program Management
· Ensure implementation of the ARC program. This includes providing technical direction, developing work plans in collaboration with national staff, monitoring implementation and impact, supervising national staff, and managing the program budget.
· Actively participate and initiate the design and proposal development of programs related to migration and livelihood in for Dollo
· Ensure ARC grants have activity tracking, program budget and procurement tracking tools that enable the timely implementation follow up
· Ensure that staff are following work plans, that activities are on schedule, and that program deliverables are completed as planned.
· Develop monitoring systems, conduct regular monitoring of project activities and project impact, in accordance and coordination with existing IMC, Monitoring, Evaluation Accountability and Learning (MEAL) team
· Ensure that the project engages local stakeholders and develops local capacity for longer behavioral change and long-term impact
· Work with other Dollo program team, IMC Nutrition and GBV Technical Managers and MH managers to identify the technical support and improve the quality of IMC Ethiopia migration program and document lessons learned and best practices
· Prepare weekly, monthly and detail Implementation Project action plans of the ARC project activities, including checklist for assessments, monitoring, review and evaluation of project activities.
· Liaise with other actors for appropriate response for the refugee and host community on migration in close consultation with the field program coordinator
· Ensure goods and stocks are properly recorded and distributed in accordance with funding documentation.
· Facilitation of linkages between existing networks (diaspora, migrants, repatriates) and existing information structures at refugee camps
· Maintain flexibility to take on added responsibility as and when needed
1.2. Administrative and internal Coordination
· Actively participate on field level Senior management team (SMT) meetings and decisions
· In collaboration with HR/Admin, works on new staff selection, recruitment or placement and development of technical staff in the field
· Supervise the ARC technical staff to ensure smooth and effective operations
· Maintain open lines of communications with all field staff
· Identify Migration training needs and skill gaps and plan with concerned section and organize appropriate training session where seems important.
· Ensure Performance Management System documentation for ARC technical staff is in place and followed up regularly
· Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
· Ensure accurate and timely reporting of activities to IMC, local government (as required), and donors (monthly, quarterly and final reports)
· Collaborate with finance department and National Migration Program Manager to determine budget projections according to activity plan and monitor program budget expenditures.
· In consultation with the National Migration Program Manager and Program Coordinator, develop and maintain relationships with local authorities and NGO's on site, with the objective of raising public awareness of IMC and ensuring good co-operation and partnerships.
1.3. Representation and external Coordination
· Represent International Medical Corps at field level migration task force meetings, assessment missions, UN coordination meetings, INGO coordination meetings and coordination meetings and others as appropriate in consultation with the Program Coordinator
· Maintain close relationship with line ministries and other organizations working in IMC assisted project areas to facilitate information exchange with ARC project partners on planned activities and to fulfill government requirements.
· Attend all relevant external migration related meetings relevant to the project area on behalf of IMC
