Position: Regional Health Information System Advisor

Job Summary:
The Regional Health Information System (HIS) Advisor will directly oversee all regional activities on this project, including health information system (HIS) training, piloting, and implementation and will support in capacity building of Regional Health Bureau (RHB) on conducting data quality assessments and implementing the command centers. Under the supervision of the Regional Director and Central Health information Specilist, he/she will plan, coordinate, monitor and evaluate the performance of the project in the region.
Duties and responsibilities:
· Provide leadership and guidance to the implementation of HIS at PEPFAR-Priority health facilities in the region
· Plan and implement specific components of the HIS project (paper-based HIS, electronic HIS, data quality assurance, information use) in PEPFAR-priority health facilities in collaboration with the central ICAP office
· Provide technical assistance to the RHB, Zonal Health Departments, Woreda Health Offices and health facilities on HIV/AIDS data collection, analysis and use
· Perform routine and detailed analysis and interpretation of regional HMIS report using appropriate scientific statistical methods; write comprehensive report of the findings and present the findings to ICAP central office and decision makers in the region
· Ensure the successful implementation of electronic information systems for HIV/AIDS patient level data management
· Provide capacity building to regional staff at all levels
· Guide the implementation of electronic Health Management Information System in HIV/AIDS care and treatment centers in the region
· Organize and provide trainings on HIS and HIV/AIDS monitoring and evaluation, data quality assurance and information use
· Conduct review meetings with relevant stakeholders in the region on HIV/AIDS performance in the region
· Support the region in compiling quarterly HIV/AIDS reports and submission of regional HIV/AIDS data to CDC using DATIM reporting system
· Complete performance reports regularly
· Represent ICAP in different workshops and meetings
· Carry out other tasks as required
· BSc in public health, nursing, or other health-related field, and Master’s Degree in public health, health informatics, epidemiology or related field
· 6 years of relevant experience in strategic information
· Proven experience in the provision of capacity building activities to FMOH, RHBs, Zonal Health Departments, Woreda Health Offices, and/or Health facilities on HIS
· Strong oral and written skills in English and Amharic, and Tigrigna and Oromiffa languages for applicants of Tigray and Oromia regions
· Previous experience working with the RHB, Zonal Health Departments, and/or Woreda Health Offices is advantageous.
