Overall Objectives for the Job
The overall objective is to support the ICAP’s human resource planning and management.
Major Duties and responsibilities:
· Develop, with line managers, HR planning strategies, which consider immediate and long-term staff requirements in terms of numbers and skill levels;
· Plan and sometimes deliver training, including inductions for new staff;
· Analyze training needs in conjunction with departmental managers.
· Ensure training and development opportunities are available to employees to enhance their performance in order to achieve the organization's objectives.
· Maintain Human Resources systems and procedures across all offices and sites, with particular emphasis on ensuring compliance with Ethiopian labor law
· Ensure that local hire personnel issues and needs are met according to local labor law and ICAP policy
· Ensure all contracts, terms & conditions, job descriptions for local hire staff are issued and are in compliance with the local laws
· Provide support and guidance on HR issues as required
· Ensure the personnel policy is understood by staff members
· Provide performance management advice to staff and management.
· Assist supervisors and staff with understanding and using the performance evaluation system.
· Conduct and coordinate salary surveys assessing the labor market and in the field and establish salaries and related allowances of locally-recruited staff.
· Provide guidance to program managers on the application of classification policies and procedures and by undertaking office review.
· Advise on pay and other remuneration issues, including promotion and benefits;
· Negotiate with staff and their representatives on issues relating to pay and conditions;
· Maintain personnel records electronically and provide payroll information to Finance ;
· Listen to grievances and implement disciplinary procedures;
· Identify upcoming vacancies in coordination with Head and Regional offices.
· Prepare vacancy announcements, review applications, and provide a short-list to those offices.
· Arrange and conduct interviews to select candidates.
· Review recommendation on the selection of candidate by various offices.
· Prepare job offers for successful candidates.
· Monitor and evaluate recruitment and placement related activities of and recommend changes or corrections related to procedures to these offices.
· Maintain staffing tables, and processing of contracts.
· Administer entitlements
· Provide advice on interpretation and application of policies, regulations and rules.
· Determine and recommend benefits and entitlements for staff on the basis of contractual status.
· Review policies and procedures and recommend changes as required.
· Review and recommend level of remuneration for consultants.
· Design, plan, monitor and provide induction orientation and briefing to new staff members.
· Perform other related tasks as assigned by the immediate supervisor.
· BA Degree in Management or in HR related fields of study from an accredited institution with 5 years’ experience.
· Sound knowledge of Ethiopian Labor Proclamation in force
· Knowledge of modern business communication, including style and format of letters, memoranda, minutes, and reports.
· Skill to use a personal computer and various software packages.
· Ability to establish priorities, work independently, and proceed with objectives without supervision.
· Ability to handle and resolve recurring problems.
· Ability to establish and maintain effective working relationships with subordinates associates, other department directors and managers and external bodies.
· Ability to perform multiple tasks simultaneously
· Proficiency in written and spoken English
