Post Distribution Monitoring (PDM) for Food items (TSFP) and Non Food Items (NFI)
Background
In response to the IOD induced drought and conflict induced displacement, Help Age has been implementing emergency response projects funded by DEC, UNOCHA, and IRC/ECHO in Miyo, Guchi, Dhas, Wachile & Teltele woredas of Borena Zone in Oromia Regional State. The planed interventions under these project include responding fulfilling the nutrition gap of malnourished older peoples in Teltele & Miyo through distribution of TSF and distribution WASH items such as Water treatment chemicals, Jericans and Bucket plus other WASH interventions including rehabilitation of water sources, construction of latrines & water points and promotion of improved hygiene and sanitation practices t othe drought and conflict affected population in the targeted woredas. The projects benefit more than 50,000 beneficiaries including nearly 1200 malnourished older people benefited from TSF program and around 6,200 vulnerable households benefited from NFI distribution in Guchi, Dhas and Wachile woredas.
The projects implementation has been progressing since October 2017 and all NFI distribution was made and first round distribution of TSF was made for all the targeted beneficiaries.
This TOR is a base for conducting post distribution assessment in the intervention areas by external consultant. The work includes preparing working documents, tools for data collection and field visit, orientation for data collectors and conduct focus group discussion at community level. Nearly 10 % of beneficiaries will be assessed in sampled kebeles.
Methodology
Two major kinds of questionnaires (focus group and household level) are prepared by the consultant, reviewed by the humanitarian programme team to be administered in selected kebeles of the five targeted districts. In addition, more information will be gathered through the KII with government sector offices and community representatives and field observation by the consultant;
Cluster/Area random sampling technique will be applied by dividing the population into regions, select 60% of the kebeles in the five districts who received the items then select randomly (based on beneficiary list) sample number of households for TSF and NFI in each kebele;
A total of 357 beneficiaries will be selected from the randomly selected kebeles. i.e. 122 for the TSF beneficiaries in Teltele and Miyo and 235 for NFI beneficiaries in Guchi, Wachile and Dhas woredas.
Complementary information will also be collected through FGD, KII and field observation.

Households Focus group
In every woreda, 2 – 3 FGD are expected to supplement the household level interview. The FGD should be held in any convenient place and time – giving particular emphasis to older men and women.
Semi-structured interviews will be used for focus group discussion and other key informants, including government stakeholders and community representatives and other vulnerable groups.
Supplementary information
Woreda and kebele level general information will be collected in order to supplement the specific information collected through the individual and group interviews. In addition other Nutrition actors who implement nutrition program for malnourished children and pregnant and lactating mothers will also be considered for the KII.
Logistics Arrangements
HelpAge will arrange a field vehicle and cost of fuel. The consultant is expected to submit the consultancy fee and related costs for the work.
Timeframe
HelpAge is planning to conduct this work with in the month of March (i.e. before 31st of March), so we appreciate applicants to be able to complete the assignment with in this period.
Objectives
To check/ascertain the effectiveness of Targeted Supplementary Feeding /TSF/ and Non-Food Items /NFI/ distributed to the intended vulnerable older men and women lead households affected by the 2016/17 Indian Ocean Dipole /IOD/ induced drought and conflict and thereby reinforcing accountability;
To assess the satisfaction level of beneficiaries in terms of targeting, timeliness, quality and quantity of deliverables;
Principles
This PDM outlines the impact of the IOD induced drought and conflict inducted displacement on older people lead households and other vulnerable groups in the targeted five woredas of Borena zone.
This assessment will primarily focus on older men and women who benefited from the projects deliverables, but also attempts to do a 360° exercise to include rapid FGD and KII with government actors, community representatives and other vulnerable groups /households/ benefitted from the project;
The assessment will combine rapid assessment (focus group) and random sampling methods (household) to address the following main questions:
Were the deliverables properly distributed to the intended beneficiaries?
Were the assistance addressed the most urgent needs and reached the most vulnerable households (quality, quantity, timeliness, choice, etc.)?
What is the perception of the beneficiaries towards the overall targeting and distribution process followed?

Staffing
A consultant will be deployed for this work who will travel to the field sites and conduct all the work, i.e. provide training for the data collectors, conduct focus group discussion, supervise the work and compile information and submit report for the whole work. In addition, he uses one data collector per kebele and at least one support person from the woredas relevant office labour and social affairs offices and DPP offices.
The consultant will work in close collaboration with the project team and field level community facilitators. The Humanitarian Programme team in Addis Ababa and the field office staff including woreda level and community level workers will provide the necessary support to the consultant.
