ROLE PURPOSE:
The position holder is expected to create demand for health care services by implementing a demand creation strategy in Segen Zone working through the existing HEP/HDA system, working to improve health care seeking behavior, creating enabling environment for increased health care utilization, address gender related barriers by facilitating regular and structured community dialogues that assess, analyze and act upon gender relations that affect childcare service utilization. The position holder is expected to monitor and promote active participation of women in KCPs and woreda cabinets and enhance male engagement in child health care particularly by involving influential contacts such as Agricultural Extension Workers and religious leaders.
The position holder is expected to provide a consistent and high quality technical support in relation to health extension program. The positions involve adopting/developing IEC/ SBCC tools, duplicate and distribute key information and education materials, mobilize pregnant women's forums, lead HDA meetings, mobilize school communities to promote behavior change, providing training and conducting meetings with HEWS, HDA, Kebele command post, and school communities. As part of the assignment the position holder is expected to identify, design and develop materials/manuals on appropriate health promotion, diseases prevention, hygiene promotion and community sanitation; conduct base line assessment and need assessment S/he is expected to liaise with communities, local authorities and other agencies regularly to ensure coordination and effective implementation activities and participate on meeting regarding health extension program
JOB SPECIFIC ROLES AND RESPONSIBILITIES
1. Specific tasks:
· Follow up and ensure the implementation of CBDDM
· Follow up and ensure the implementation of Women Development Army (WDA) competency-based roll-out for WDA leaders
· Support HEWs, PHCU and woreda health office for the implementation and roll out of women development army leaders competency based training or HDAs on health extension program packages
· Orient AEWs on available child and newborn health care services
· Support HEWs and PHCUs to conduct pregnant women's forums so as to use the platform for child care seeking
· Conduct IMNCI/ CBNC/ iCCM performance review and clinical mentoring (PRCMM) at woreda/HC level
· Conduct quarterly follow up to HCs and HPs on ICCM/CBNC implementation to ensure the quality of ICCM/CBNC case management
· Conduct bi-annual iCCM/CBNC festivals with the participation of Kebele influential leaders, women development army, religious leaders, kebele command post members, mothers, and civil society organizations)
· Orient HAD leaders/DTL about the project activities and services community mobilization
· Use vans for promoting iCCM/CBNC service provision on quarterly bases in low utilization woredas and kebeles
· Collect and document key processes, success stories & best practices at community and program levels
· Organize Kebele Command Posts (KCP) on demand creation strategies through continuous follow up and technical support that KCPs members be abele in exploring their MNCH and other community health problems at community level, prioritize problems and plan, act together through mobilized communities, monitor, evaluate, learn and re-plan to ensure community ownership and sustainability of the program.
· Facilitate quarterly dialogue with religious leaders and traditional healers through KCP kebele command post to understand their beliefs and why they promote certain behaviors (half day event /3 per woreda
· Mobilize schools, different art clubs, key stakeholders and community leaders on MNCHN, CBNC and ICCM promotion and for a better implementation;
· Organize meetings & communication activities such as workshops, focus groups seminars, and review meetings with HDAs, HEWs, volunteers, mothers and local community groups;
· Support on-going monitoring of capacity building and effectiveness of mobilized community interventions;
· Work closely in MNCHN implementation with HEWs and HDAs to deliver key maternal, newborn and child health; ICCM/CBNC messages;
2. Child Safeguarding and other KPIs:
· Providing orientations on Child Safeguarding for HEWs, HDAs, communities and project beneficiaries;
· Ensure for timely reporting of any suspected/concerns on fraud and child safeguarding issues;
· Ensure for timely reporting of the security situations in program implementation area;
· Ensure child participation in project monitoring and evaluation through invitation for meetings, joint supervision, workshops etc;
· Ensure for complaint are appropriately received and responded timely;
· Ensure for consistent reporting of any humanitarian situations in project implementation area;
3. Reporting:
· On monthly basis produce community mobilization report and summit to line/project managers;
· Monthly basis produce activities conducted on child safeguarding and report to line/project managers;
· Monthly basis produces humanitarian situation report and submit line/project managers;
· Monthly basis produce complaints received and managed and report to line/project managers;
· Prepare and submit regular activities achieved on child participation in project implementation, monitoring and evaluation and report to line manager/project manager;
· Prepare and submit feedback reports submitted to partners;
· Produce case stories on monthly basis and share to line managers;
MINIMUM QUALFICATION AND EXPEREINCE
· Bachelor Degree in Public Health or BSC in Clinical/Public Nursing
· Minimum of 5 years of relevant work experience in designing, planning, and implementing health extension program,
· SBCC efforts and/or community level activities and ICCM/CBNC programs preferably in NGO
· Knowledge, training and experience in ICCM/CBNC, Women Development Army training, and community
· Mobilization/SBCC is essential
· Trained on IMNCI / iCCM /CBNC case management is mandatory requirement
· Knowledge on and experience working through Health development army structure, PRRT, conducting IRT trainings
· Has a strong knowledge on the health extension Program
· Demonstrated skills in program planning, implementation and monitoring.
· Demonstrated skills in peer group training, Training of Trainers and development of training materials.
· Strong computer and interpersonal skills.
· Demonstrated ability to work effectively in a team environment.
