JOB OVERVIEW
The International Rescue Committee (IRC) in Ethiopia is seeking a dynamic, analytical, and highly motivated individual for the position of Economic Recovery and Development (ERD) Coordinator. To date, IRC Ethiopia’s ERD work has been managed by multiple technical units; the candidate will establish and lead the IRC Ethiopia’s new ERD department.
The ideal candidate has worked in the humanitarian and development sector in a program leadership role (e.g. design, management, monitoring) within the economic sector, including: entrepreneurship development, emergency cash and voucher programming, vocational and business skill training, establishing VSLAs, value chain strengthening, and wage employment promotion. The candidate will manage a series of ongoing ERD programs and be in charge of designing and fundraising for future ERD programs.
This position is based in Addis Ababa but will require frequent travel to the field. The ERD Coordinator will report to the Deputy Director of Programs. At present, he or she will directly supervise the Addis-based Assistant Livelihoods Coordinator and technically supervise the IRC’s field-based livelihoods staff. Additional supervisory responsibility is expected to come in the future as the sector expands.
RESPONSIBILITIES AND TASKS
Program Development
Technical Program Leadership
· Oversee the design and implementation of current and future ERD programs in: entrepreneurship development, emergency cash and voucher programming, vocational and business skill training, establishing VSLAs, value chain strengthening, and wage employment promotion.
Grant Planning & Monitoring
· Prepare high quality IRC and donor reports as per agreed-upon schedules (monthly, quarterly and/or annually) on grant activities, indicators and achievements.
· Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings. The ERD Coordinator will have budget authority to pre-approved limits and responsibility for budget development and compliance.
· Together with IRC Ethiopia’s Accountability and Learning department, develop and implement a full monitoring and evaluation framework for all ERD grants and activities as well as learning strategies.
Human Resources Management
· Lead the recruitment of new ERD staff as the team expands
· Provide technical direction and managerial oversight of ERD staff and provide advice and guidance to staff across other sectors (e.g., health, WASH, emergency response, etc.) on integrated programming inclusive of ERD activities
· Set specific goals and expectations and provide regular and constructive feedback to direct reports
· Build the technical capacity of the ERD team, as well as management capacity, both individually and through conducting/coordinating staff training exercises
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
· Ensure timely completion and submission of interim and annual employee performance reviews
Coordination & Representation
· Develop and maintain relationships with external stakeholders including fellow agencies/NGOs, government departments and ministries, community-based organizations and partners, donors, and others in accurately and professionally representing IRC positions, promoting long-term strategies and resolving problems/conflicts
· Actively advance IRC’s connections to economic actors/private sector at a local, regional and national level, seeking avenues for partnership, collaboration and coordination of activities to ensure sustainability of interventions
Other
· Other duties as assigned by the DDP to enable and develop ERD programs
Education
· Master’s degree in relevant field with at least five years of relevant professional work experience; or bachelor’s degree with more than eight years of relevant experience.
Work Experience
· Minimum of five years’ experience in an international NGO or UN agency in similar role/with similar responsibilities.
· Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
· At least four years of senior level management experience
· Knowledge of major donor requirements, e.g. US Government, DFID, UN, EU
· Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
· Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
· Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
· High proficiency in Microsoft Word and Microsoft Excel.
· Familiarity with information management systems and analysis software is a plus.
· Effective, high-quality communication, writing, and interpersonal skills are essential.
