ROLE PURPOSE:
The Supply Chain Officer is accountable for the timely and efficient procurement of goods and supplies in accordance with timescales set and agreed with programme staff and SCI systems, polices, and procedures
JOB SPECIFIC ROLES AND RESPONSIBILITIES
Key Accountabilities
· Carry out all procurement and supply requirements in line with the SCI policy and procedures as well as donor procurement guidelines and government policies,
· Ensuring that purchase payments are effected timely; and goods are delivered in accordance with timescales set and agreed with programme managers; ensure that after sale services are given by the suppliers, warranty period is maintained to the advantage of SCI.
· Maintain a comprehensive central electronic register of all supply orders, area by area level, and submit regular monthly report on the progress of these orders
· Ensure that all supplies requests from SCI area and regional offices and the Addis Ababa office are planned, co-ordinated and facilitated, in a professional manner and following the logistics and financial guidelines of SCI Ethiopia and ensure that it is done in compliance with procedures to meet donor requirements
· Compile relevant government policies, proclamations and regulations regarding supplies, procurement, importation, Tax related issues and others to enable SC to access the most cost-effective means and to be inline with government policies and regulations
· Conduct regular procurement needs of SCI Ethiopia and market analysis of these required items and provide quarterly compiled reports to the procurement services coordinator.
· Complete the clearing of goods through customs, the storage of goods in transit to projects in Addis Ababa, in obtaining VAT free certification, duty free status certifications, clearance and return of personal effects of expatriate staff.
· Ensure the effective and efficient use of all SCI resources in order to keep costs low and ensure the security of staff.
· Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
MINIMUM QUALFICATION AND EXPEREINCE
· Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
· Commitment to Save the Children values.
· Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
· A high level of computer literacy (word, excel, ppt etc)
