ROLE PURPOSE:
As a member of the Programme Development & Quality (PDQ) Team, the Gender Specialist will lead efforts to ensure that the Save the Children Ethiopia Country Office designs and implements gender sensitive and gender transformative programs in humanitarian and development contexts. S/he will specifically support several key projects to ensure gender transformative approaches are implemented, monitored, and evaluated. S/he will lead a Gender Community of Practice (CoP) that will serve as the main vehicle to build learning and institutional capacity on gender. S/he will also contribute to program development to ensure the incorporation of gender sensitive and gender transformative approaches into program development. S/he will also represent the Ethiopia Country Office by participating in global Save the Children networks and in relevant meetings, working groups, and conferences in Ethiopia. This will include building a strong professional network on behalf of the organization.
SCOPE OF ROLE
Reports to: Program Development Director
Dimensions: Save the Children works in all 9 regions in Ethiopia with a current staff complement of approximately 2,400 staff and current expenditure of approximately $150 million in 2016. The country office runs approximately 100 active projects and is typically actively positioning for, developing, or revising 20-35 unique proposals at any given time. All programs and proposals must adhere to internal quality standards and procedures.

KEY AREAS OF ACCOUNTABILITY
Support Specific Projects
· Ensure the incorporation of gender transformative approaches into UNOCHA, UNHCR, IRC, ECHO, OFDA, BPRM supported projects including humanitarian programs in Gambela and Dollo Ado projects
· Develop gender strategies for these projects based on clear assessments that include monitoring and evaluation mechanisms
· Build capacity of operations/implementation staff to implement the gender transformative strategies
· Provide any guidance to the Project Directors and Gender Specialists embedded into projects on gender-related issues
Lead and Support Organizational Gender Mainstreaming Processes
· Work with Human Resources to rollout organizational policies on gender equality (gender equality, diversity, and anti-sexual harassment procedures) for staff and partners.
· Hold regular meetings and trainings with to systematically build organizational capacity on gender transformative program design and implementation including sharing knowledge and facilitating capacity development opportunities
· Develop an organizational gender mainstreaming capacity across the organization through training and technical support to gender focal points and staff at large
· Revise and harmonize MEAL tools and methodologies (quality benchmarks, surveys, etc.) to include gender perspectives
· Embed gender perspectives in assessment and evaluations, or preferably conduct standalone gender analysis for programs with lifespans over 3 years, to identify gender differential information for organizational learning and gender responsive programming
· Work with communication department to include articles on gender issues in the organization’s publications, and ensure the gender sensitivity of contents including the use of language in written, verbal and visual in communications and publications
· Form a gender taskforce initially at the head office level composed of GSC, HR, MEAL, Comms’, Partnerships, CGS, CP, PDQ, CRG, and Advocacy & Research
Support Program Development Unit
· Serve as a resource person for the PDU and technical teams to ensure the inclusion of gender sensitive and transformative approaches into proposals
· Work with the PDU and budget teams to ensure that adequate aggregate resources are available to effectively include gender strategies in programs and to support the Gender CoP
· Review project proposal/concept note to meet Save the Children’s (SC’s) Gender Equality Marker (GEM) essential quality standard for a gender sensitive, whenever possible, a gender transformative programming.
· Instill internal capacity embedding gender perspectives into proposal development and program operations
· Ensure PDU and PDQ staff familiar to donor specific gender guidelines on frameworks, priorities, and approaches for successful program planning and design.
External Representation
· Participate in relevant Save the Children global gender working groups and learning initiatives
· Represent Save the Children externally within Ethiopia on gender-specific working groups, meetings, and workshops
· Build and share internally a network of professional contacts with gender expertise
