To undertake Baseline study for the projects entitled Education and Empowerment in Debretbor (South Gonder) and Sustainable Livelihood Development for Improved child Care and Wellbeing in Tulumoye/Iteya (Hetosa district of Arsi zone) project areas.
Background
SOS Children's Villages Ethiopia is a non-governmental, non-political, non-denominational charitable child welfare organization. For the past more than 43 years, we have been working to build families for children in need, help them shape their own future and share in the development of their communities.
Everything we do is based on the best interest of the child. We help vulnerable families care for their children, and we work to prevent the breakdown of parental care. When children lose their own families parental care, we provide quality alternative care in SOS families or SOS supported kinship care. We support young people in their efforts to become independent adults and succeed in life.
We partner with donors, communities, governments and other organizations to reach the children who need support, when emergencies strike, we focus on providing humanitarian assistance, care and protection for children and families in coordination with the government and other relief agencies. We continuously measure the impact of our program.
SOS Children’s Villages Ethiopia National Office, therefore, wants to hire experienced and competent consulting firm/ consultants to conduct baseline study for projects in Debretabor and Tullumoye/Iteya areas.
Purpose of the survey
The primary objective of this baseline survey is to set bench mark at objective, and result level in line with the projects logframe, inform the design, conextualization of activities and appropriate tool development that can help achieve the desired results/changes.
Specific objectives
The baseline survey has the following specific objectives;
Scope of the Study
The assessment will be conducted in communities of Iteya 01, Iteya 02 and Tero Moye kebeles located in Hettosa District of Arsi Zone and Debretabor city and will mainly focus on partner community structures (CBO’s, SACCOs, Schools), target families and their children. The survey will also cover an assessment of viable income generating activities/livelihoods in the towns. The consultancy firm will lead the whole process and closely work with the project team in the project areas and the national office.
Methodology
The Baseline Survey needs to employ both quantitative and qualitative methods appropriate for target groups like children, community structures, schools, government and other groups which can be relevant sources of information for the stated indicators/objectives. Therefore, taking into account the project outputs and outcomes, the consultant will design the detailed methodology (study design, population size, sampling procedure, data collection procedure, data collection tool, measurement variables, data analysis procedure and operational definitions etc) and work-plan for SOS CVE Ethiopia prior starting the exercise. The desk review, data collection, analysis and report writing will be conducted by the consultant with strong oversight and feedback by SOS CVE throughout the consultancy.
Outputs and Deliverables
- An inception report outlining the approach/methodology including tools and execution program/timetable for review and approval by SOS children Village Ethiopia within five days after the signature of the contract.
- Presentation on the methodology and overall process of the survey
- Incorporation of feedbacks and final inception proposal
- Translation of the tool into local language
- Recruitment of appropriate data collectors and training
- Brief report of the field data collection process that outlines issues and challenges that may need to be considered in interpreting the final report within one week of completing the data collection.
- Debriefing meeting with SOS CVE technical staff based on the field data collection process report mentioned above.
- Submission of preliminary findings within two weeks of field survey completion followed by briefing meeting with SOS CVE staff.
- Data entry template and syntax's generated for cleaning and analysis.
- Final cleaned datasets in STATA/SPSS.
- Survey team name and contact details.
- Checklists prepared for the survey, data quality assessments tools in the field
- Draft report for review based on the outline agreed in the inception report.
- Incorporating feedback on the report
- Final two separate reports for Debretabor and Tullumoye projects based on the outline agreed in the inception report.
- Concise final report not more than 50 pages (Excluding annexes), in three hard copies and word document.
- Present the survey findings at a national dissemination workshop organized by SOS CVE
Timeframe and reporting
SOS Children village Ethiopia needs the consultancy to be carried out with in 55 consecutive days starting from the date of agreement signed including the final survey report submission. This period covers the time needed both for design of the study and tools development, data collection, analysis, and debriefing, receiving feedback/comments and finalizing the report. The consultancy team will work out the detail activity and specific time schedule as part of inception report.
Required Skills, qualifications and Experiences of consultant
The firm carrying out this assignment should have a thorough understanding of the situation of children without parental care or at risk of losing parental care, the legislation, governmental programmes, policies and strategies related to this target group, child protection issues, in general, and the socio-economic situation in the country. The firm should have proven competence and experience in conducting social researches, baseline surveys, evaluations and producing high quality reports, thereof. A social science background, e.g. higher education (MA, PhD) in development, education, economics, psychology, social-pedagogy, or related field with at least 5 years of practical experience of each team member is required.
- A good understanding of community development work and the social welfare system in the country
- Ability to create good rapport with subjects of the assessment.
- The consultant should be a registered firm whose license has been renewed for the current Ethiopian fiscal year.

- At least three certificates or recognition of similar surveys previously conducted
- A cover letter outlining the suitability of consultant or consultant firm for the assignment,
