Background
National Information Platforms for Nutrition (NIPN) is an initiative of the European Commission supported by the United Kingdom Department for International Development and the Bill & Melinda Gates Foundation. The initiative aims to strengthen national capacity to manage and analyse information and data from all sectors which have an influence on nutrition and to disseminate and use the information so as to better inform the strategic decisions countries are faced with to prevent undernutrition and its consequences. The Delegation of the European Union is funding a project to set up a National Information Platform for Nutrition in [country]. The project is being implemented by [contracting organisations], in partnership with [partner organisations] and in collaboration with [other organisations involved]. A Global Support Facility (GSF) has been set up by the European Commission to coordinate the NIPN initiative, managed by the Agrinatura alliance and hosted by Agropolis International, in Montpellier, France. The GSF will provide support to the NIPN team in [country] throughout project implementation.
Main duties and responsibilities:
The [recruiting organisations] is seeking a specialist in monitoring, evaluation and learning to work on the NIPN project. The main duties are: To provide technical expertise, advice, support and build the capacity of the national nutrition organisations and the constituent ministries involved in the NIPN to identify and track progress indicators and to evaluate the impact of programmes and interventions to improve nutritional outcomes; To identify, summaries and report the lessons learned by programmes from monitoring reports and programme evaluations that could contribute towards understanding how to improve human nutrition; To support the work of the NIPN Policy Unit and the NIPN Analysis Unit to undertake analysis at the request of the NIPN advisory committee; To design and implement a monitoring and evaluation system for the NIPN project and contribute to project learning processes and outputs.
Detailed description of duties and responsibilities:
Contribute to national monitoring and evaluation systems for nutrition by providing technical expertise, advice and support to the national nutrition organisations to be able to monitor and evaluate nutrition-specific and nutrition-sensitive programmes, including the description of specific methods and tools and the identification of strengths and weaknesses in existing data collection and management systems. Identify data gaps in data and how those gaps might be filled; Contribute to the collection and analysis of lessons learnt and best practices from nutrition-specific and nutrition-sensitive programmes, nationally and internationally, by reviewing literature and collating and synthesizing information; Contribute to the lessons learnt, best practices, programme data, evaluations and other information to generate result-based communication pieces for influencing decision makers about improving nutrition; Keep informed about developments and resources from the M&E community worldwide and develop and facilitate workshops and training courses for staff of the national nutrition programme, ministries and partners to develop and apply tools, processes and best practices to develop a culture of high quality, evidence-based programming and learning; Set up an M&E system for the NIPN. Design the NIPN M&E framework with support from Senior Advisors and ensure the implementation of the NIPN M&E plan to track performance against targets and measure the dissemination and impact of NIPN outputs. Lead quantitative and qualitative monitoring, evaluation and assessment of NIPN activities and outputs. Contribute to annual project reporting to donors and national stakeholders. Participate in the NIPN community of practice to share experiences and lessons learnt with other NIPN countries.
