The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Further programmes enhance the development of a sustainable textile sector and renewable energies.
GIZ Ethiopia is looking to recruit an expert in Economic Advisor to economics of FLR for the Biodiversity and Forest programme as specified below.

Position: Economic Advisor to economics of FLR
Place of Work: Addis Ababa with frequent travel to project regions
Remuneration: as per the GIZ scale

A. Summary of Duties and Responsibilities
The incumbent of this post has the main responsibility for the follorwing:
· Build a sound basis for economics of Forest Landscape Restoration within BFP and represent the topic in the team and vis-à-vis institutional stakeholders
· Provide support to financial and economic aspects of degradation and reforestation with emphasis on the landscape approach;
· Document relevant information and feed it into project work
· Coordinate field work as requested by supervisor
· Communication between the programme and other stakeholders;
· Follow up on technical monitoring of the FLR in the country;
In this framework, the employee in the following duties:
B. The Tasks
Support work onfinancial and economic aspects of degradation and reforestation / restoration
· Process and document relevant theoretical and practical information on the economics (micro-meso-macro) of forestry, land degradation and land use involving trees and shrubs
· Communicate financial and economic aspects of degradation, restoration, tree planting etc. and stablish links with relevant BFP teams and other German development projects in and outside of ETH
· Refine and adapt methods to calculate inputs, outputs and outcomes of FLR
· Coordinate eventual application of methods to calculate and estimate the economics of FLR at different project sites
· (To make sure, that basic analytical material is available to estimate costs and opportunity costs (degradation, restoration, options of action etc.) and the benefits of FLR)
· To link stakeholder’s approaches with economic reflexion and bring this analysis into all kind of decision making
· To play a role of “communication bridge” for all kind of economic affaires in restoration, reforestation and degradation between all stakeholders of FLR:
o To keep permanently contact with other BFP staff (mainly the forest professionals and their experiences in FLR),
o To guarantee at any time the information flow between and among projects,
o To guarantee at any time the information flow among stakeholders of FLR action,
Communication between the Programme and other stakeholders
· Actively discuss all kind of concepts and approaches within the Programme and at all kind of events concerning FLR.
· To be in contact and report to IWP and BFP
· To be aware of what is being done at the international level in relation to FLR
· To know always what events are going on in Africa concerning FLR with focus on economic terms
· To be up to date about the landscape approaches in FLR in Africa and economic aspects of these approaches
· To have strong working relations with important stakeholders,
· To liaise with AFR100 secretariat (including advise and direct cooperation) in support of national AFR100 focal points and processes (NEPAD etc.)
· Produce professional-quality outreach information for stakeholders about Economics of FLR (conceptual and technical input)
· To communicate with other projects of German cooperation and learn about different FLR approaches within german cooperation:
o Learn about approaches together with foresters and farmers
o Learn about micro- and macroeconomic aspects of different approaches
o Be able to analyse what it costs to do nothing, to restore, to plant trees etc.
o Have ideas, how to analyse the costs (external, internal) of FLR
· To have good relations to other projects and know what their economic reflexions are concerning FLR
· To keep updated on Governement action in FLR and know more about it and the economic reflexion behind
Ready to be knowledgeable and able to speak about economics of FLR
· To be aware of what is being done at the international level in relation to FLR and link closely with forest esperts
· To be knowledgable about FLR approaches and to be able to speak about their economic / financial impacts:
o landscapes,
o agro-forestry,
o forestry,
o indigenous and foreign trees,
o biodiversity,
o fodder,
o fruit-trees etc.;
· To make the link between international strategies, national policies and strategies and their implementation in the field:
o In general terms
o In economic terms
o In terms of livelihood
o In terms of macro-economic aspects (externalities, degradation costs, reforestation and restoration costs, integrated costs for the regional / national economy, etc.)
· To follow the activities of partners on national and regional level in all kind of FLR action and make sure, that economic aspects are taken into account;
Technical monitoring of FLR in the country
· To be involved in all kind of FLR missions to the field and communicate with the beneficiaries of people travelling;
· To ensure the contact with Monitoring organisations and Monitoring projects (e.g. WLR) and to follow up monitoring;
C. Other responsibilities
· Support the administration of the program and ensure that the rules and regulations of GIZ are always respected.
· Take an active part in all the meetings, workshops etc. of the programme, and link all parts with FLR.
· Be actively involved in the undertakings of the programme team and ensure that the common decisions are materialized in due time
· Be actively involved in transversal tasks (gender, HIV AIDS, knowledge management, monitoring, etc.)
· Assume all other assigned tasks of the superior
D. Qualifications required
· Master Degree in economy and sound experiences in economics of natural resources; publications in relevant fields are an advantage
· Minimum of 5 years professional experience in the sector of economic themes
· Have proven communication skills;
· Experience in application of participatory approaches and methods;
· Experience in coaching community based institutions, alternative livelihoods, Climate Change, ABS;
· Good mastering of the English language (oral and written) and two Ethiopian languages
