Scope:
The NRM officer will be responsible for overall planning, budgeting and direction of Natural resource management implementation as an integral part of the environmental health program. S/He will specifically be charged with building the capacity of the project and the local government staff in understanding and sound employment of established participatory methods for. To improve NRM practices and strengthen collaborative planning to preserve grazing areas and reserves, NRM officer will work with woreda livestock crop and rural development offices and local administrations to establish or revitalize NRMCs comprised of elders women, and youth. NRM officer will work with NRMCs to implement participatory natural resource mapping activities to increase understanding of community resources and their management, dynamics, challenges, and potential solutions. NRMCs will develop seasonal timelines that further beneficiaries’ understanding of current seasonal strategies, their effect on rangeland, and the probable impacts of new water points.
SPECIFIC RESPONSIBILITIES
Program implementation
· In consultation with EH Manager plan, budget, and ensure effective implementation of Natural resource management activities as an integral part of the environmental health program
· Build capacity of local community to manage resource based conflict and Enable customary institutions to manage natural resources , Traditional conflict resolution strategy
· Introduce participatory identification of major rangeland problems ,prioritize and facilitate community driven action plans
· Lead the establishment of NRM committees, identification of training needs and training of NRM committee, with collaboration of Regional livestock, crop and rural development bureau, LCRD of woreda offices and Kebele administrations
· Together with other multi-disciplinary EH team members, participate in conducting detailed assessment and community conversations for targeted project sites
· Ensure effective integration of NRM strategies in water supply development, operation and maintenance and, sensitize beneficiary communities on observance of a safe water chain
· Be responsible for initiating and following up procurement and utilization of materials and other resources required for implementing NRM activities
· Participate in conducting assessments for and, implementation of emergency intervention.
Coordination
· Arrange and coordinate meetings with Woreda livestock ,Crop and Rural Development and Water offices to ensure activity implementation conform to government strategies and guidelines
· Promote integration and coordination with the woreda and partner agencies working in the Natural resources management sector.
· When assigned by EH Manager, represent IRC at sector and cluster coordination meetings and provide prompt feedback
Reporting
· To submit biweekly and monthly program activity plans to the EH Manager.
· Submit biweekly and monthly activity reports to EH Manager.
Monitoring and Evaluation
· In consultation with EH Manager, ensure regular monitoring of program activities to determine the success of interventions and recommend changes to The EH team.
· Monitor NRM activities and behavior change in the communities by facilitating rapid assessments and evaluate program performance and progress towards achieving targets.
KEY WORKING RELATIONSHIPS:
Internal
§ Working in consultations with EH Manager, EH Officers, and Community Mobilisation Officer, Sanitation and Hygiene promotion Officers.
§
External
· Coordinate and collaborate with Woreda livestock crop and rural development and Water Officers, Kebele leaders and Development Agents
· Support capacity building for NRM Committees, Development Agents(Das)
REQUIREMENTS / QUALIFICATIONS:
Ø Degree/Diploma in; Natural resource management, range land management, Dry land agriculture, Rural Development, or related field with 4/6 years of excellent performance experience respectively.
Ø NGO or Government organizations.
Ø Computer literacy in MS word, Excel and Publisher is a must.
Ø Fluency in English language both spoken and written.
Skills and Abilities
· Familiarity with the project Area, South Omo Zone
