Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population |
Accountabilities |

• Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions. • Participating in the definition of annual planning and budget for the project and in the follow up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures. • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.) • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required • Participating in the monthly reports according to guidelines (i.e., Sit-Reps, medical statistical reports, etc.). |

Overall - Guarantor of MSF’s identity, values and principles through work & medical ethics within the project - Maintain good working relationships with all local health authorities, and international/national partners - Coordinate, implement and further develop all medical activities in the Health Centre in liaison with MTL Ensure proper and timely reporting to the MTL - Ensure that MSF protocols/clinical guidelines are being followed, participating in medical supply management (consumption monitoring, ordering systems, storage and handling of drugs and medical material) - Organize, integrate, manage and supervise the overall medical activities, in collaboration with specific expat team, department supervisors and senior staff - Manage, coach and evaluate the medical team in line with project organogram - Participate in organizing regular medical team meetings to reach the above mentioned goals - Takes note of issues that may exclude some patients from accessing MSF’s health care services, and discuss them with MTL - Maintain a direct communication line with the MTL & Expat medical team - Supports/advises the Expat MD in management of the medical doctors and Health officers
Health planning and organization - Contribute to the roll out of an improved overall health program and further development of all services, particularly maternity, TB-HIV, and IPD services - Put in place quality assurance tools and periodically support the activity managers to asses quality of care and reinforce good practices while addressing gaps - In collaboration with all activity managers, make sure that patients’ flow is well arranged for easy service accessibility - Give input in the project planning, Annual Planning review, project implementation and having clear idea regarding project objectives and vision.
HR management: - Assess HR needs and participates in the selection, recruitment and dismissal/disciplinary process of employees, in collaboration with the Medical Team Leader (MTL)/Project Coordinator (PC) - Identify (and in collaboration with activity managers) training needs and organizes trainings in cooperation with expats / medical staff - Plans and maintains continuous on-the-job training, coaching and supervision of the medical staff, especially the nurses and health officers - Undertake regular staff performance review and staff evaluation, in collaboration with fellow expats and supervisors - Responsibility for or delegate an identified medical personnel for National Staff Health issues - Give briefings, debriefings and orientation to new staff, outgoing staff and visitors where required
Data collection & reporting: - Ensures proper collection of data from various departments and works closely with the Epidemiologist in crossing checking, respond to an alarm and analyses , takes part in compiling Monthly Medical Report (MMR) in collaboration with other expats/Medical Team Leader - Identifies and reports on any unusual trends of morbidity to the medical team - Gives feedback to the national staff, both on MMR reports (both data and narrative) and on recommendations from the field trips (by Medco, HOM, health advisor etc.)
Medical Logistics: - In collaboration with MTL /Pharmacy Manager & Logistic-Supply department ensure the medical supply system runs smoothly; including supervision of drug orders, monthly reviews & follow up of project’s TSRs, supervision of consumption reporting - Keep an overview & support the activity managers to ensure rational drug prescription for patients in all MSF supported departments - Work closely with supply-logistics manager to reduce the amount of expired drugs, and manage stocks to ensure the most effective use of medical supplies minimising ruptures and overstock - Work with the pharmacy manager to ensure that consumptions are correctly collected and recorded according to schedule, monitor and act on analyses to promote good use of drugs according to MSF protocol
Communication/representation: - Participate when necessary & possible, in meetings with the community, NGOs, MoH, and other authorities on medical issues or when delegated by MTL - Be the link between the activity managers and supervisors under his supervision and the MTL and/or PC: maintain and support the respecting of channel of communication. Follow up outstanding issues from both the prject coordination team of MTL and PC and, from the team under his/her supervision - Responsible for giving prior information about referrals to MTL/Expat team - Inform Expats, MTL, PC or delegated security responsible of the constraints, problems or rumours of events that could possibly affect the safety of colleagues and/could compromise the implementation of MSF programs.

Education | Medical doctor or related clinical paramedical qualification. Desirable specialization or training in Tropical Medicine, Post Grad Public Health or related Health Programmes Management studies |
Experience | Essential: minimum 2 years working experience related to the diploma/degree Previous or current MSF or INGO/NGO field experience At least 1 year experience as a senior leader or manager |
Languages | Essential mission language (English), and local language/s desirable |
