An Essential Package of Health Services (EPHS) can be defined as the package of services that the government is providing or is aspiring to provide to its citizens in an equitable manner. There is no universal essential package of health services that applies to every country in the world. It depends on disease burden, inequality, social preferences, operational challenges, financial challenges, and others.
Ethiopia has come a long way in improving the health of the population over the last 20 years starting from a very low baseline. To achieve these gains, the health sector has developed and implemented series of strategic plans, leveraged the potential of other government sectors and development partners; and adopted and introduced innovative service delivery. With the transition from MDGs to a more ambitious SDG for health, and initiation of second generation Health Extension Program, the sector needs to shift gear to revise the package of essential services, maximize efficiency and effectiveness of delivery platforms and re-examine the financing mechanisms. Revising, expanding and financing the essential healthcare package is the most key step in this process.
The Ministry of Health is looking for an experienced and competent individual for short-term consultancy work (6 months) for the revision of the essential package of health service for Ethiopia.
Should have PhD degree or Masters in public health, health economics or related fields;
At least 10 years of work experience in public health system;
Demonstrated knowledge of existing MOH policy documents, strategic plan and posses strong research skills;
Previous experience in developing related documents for the ministry will be given an additional value
Should be well informed on approach of MOH’s strategic document preparation;
Sound knowledge of and work with the Ethiopian health System;
Excellent skills in speaking and writing English;
Excellent knowledge of Amharic, and other Ethiopian language is an asset;
Demonstrating high level of professionalism and ability to work within tight deadlines;
Strong interpersonal communication skills
Good analytical and computer skill
