Background

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Ethiopian government recognizes the high economic value of the lowland areas and their products. Therefore, the pastoral and agro-pastoral population is supported in strengthening their drought resilience, allowing them to adapt their farming system to a changing natural and economic environment. German development cooperation participates with the program “Strengthening Drought Resilience of the Pastoral and Agro-Pastoral Population in the Lowlands of Ethiopia” (SDR) in selected areas in Afar and Somali region. Major activities are participatory land use planning with all stakeholders in selected kebeles, water harvesting and rehabilitation of degraded rangeland followed by participatory rangeland management as well as training for pastoralists, administration and service providers.
For its Strengthening Drought Resilience (SDR) program activities in Jijiga, GIZ is looking, for a Project Officer as per the detail below:-
Position: Project Officer
Place of Work: Jijiga North, Jijiga South, Erer, Shinele and Gode Woredas

Responsibilities:
· Facilitate and coordinate the implementation of Project watershed rehabilitation activities in the target woreda.
· Facilitate and coordinate the implementation of Project livelihoods activities in the target woreda.
· Facilitate and coordinate the implementation of Project capacity development activities in the target woreda.
· Undertake all activities under direct supervision of the regional Program coordinator and the Project manager.
Tasks:
In collaboration with Woreda and Community authorities, the Woreda offices of Agriculture and Livestock and the staff of partner organisations the Project has signed contracts with and in line with the operational and activity planning of the Project:
· Create awareness of ongoing project activities among pastoralist and agro pastoralist communities and Woreda institutions;
· Facilitate regular community meetings to discuss issues pertinent to project implementation;
· Facilitate communication between communities, local partners, service providers and project staff;
· Mobilize the community as appropriate for participation in planning, implementation and monitoring of project activities;
· Identify Communities and partners needs in the area of NRM, Livelihoods, Capacity development, and Knowledge Management;
· Identify, assess and document local knowledge;
· Get informed, assess and document the local context;
· Support the identification of community strengthening options;
· Ensure effective community participation at all stages of the project cycle;
· Promote and install a sense of ownership among the beneficiaries through community engagement activities and the designing of appropriate activities for enhanced beneficiaries’ involvement;
· Facilitate the selection of beneficiaries for different interventions
· Distribute and safeguard project materials and equipment that is being delivered and used at the project implementation sites;
· Facilitate the creation of local use agreements of natural resources and cooperation agreements for implementation of watershed-based rehabilitation and land use measures;
· Support building of capacities of Partners at Woreda and Kebele level;
In addition
· Inform the project on intervention and partnership opportunities;
· Carry out regular monitoring and supervision of project activities as per operational Plan and per the contracts
· Represent the project at district level meeting, workshops and training on behalf of SDR-SR and give feedback to the Project;
· Assure gender equity and pro poor focus when working with communities
· Participate in SDR-SR meetings at woreda and regional level;
· Prepare monthly and quarterly work plan and activity based report;
· Perform other assignments following the instruction received by the supervisors.
Qualifications and Experience
· University degree or diploma in natural resource management, rural development, livelihoods, agriculture extension or related fields;
· Five Years of relevant experience in areas similar to the Project area on capacity building on natural resource management, livelihoods and advisory services;
· Working knowledge of English and excellence in Somali language;
· Having a motorcycle licence is an advantage.
Competencies
· Excellent communication and coordination skills;
· Experience and readiness to work independent and to live in a remote rural environment;
· Computer literate;
· Gender sensitivity and competence;
· Able and ready to drive a motor bike or to learn to drive one
