In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Ethiopian government recognizes the high economic value of the lowland areas and their products. Therefore, the pastoral and agro-pastoral population is supported in strengthening their drought resilience, allowing them to adapt their farming system to a changing natural and economic environment. German development cooperation participates with the program “Strengthening Drought Resilience of the Pastoral and Agro-Pastoral Population in the Lowlands of Ethiopia” (SDR) in selected areas in Afar and Somali region. Major activities are participatory land use planning with all stakeholders in selected kebeles, water harvesting and rehabilitation of degraded rangeland followed by participatory rangeland management as well as training for pastoralists, administration and service providers.
For its Strengthening Drought Resilience (SDR) program activities in Afar, GIZ is looking, for a Monitoring and Evaluation Expert as per the detail below:-
SUMMARY OF DUTIES AND RESPONSIBILITIES
The Monitoring and Evaluation Senior Expert (M&E Expert) is responsible for the implementation, coordination and provision of monitoring and evaluation (M&E) functions of the Strengthening Drought Resilience (SDR) program in Afar Region in-line with GIZ regulations and in collaboration with its partner institutions. GIZ’s SDR program in Afar is being implemented since 2014 and supporting soil and water conservation and rehabilitation, land use planning and livelihood development for strengthening drought resilience of pastoral and agro-pastoral population in the lowlands of Ethiopia. The holder of the position will be part of SDR’s M&E unit and will work in close collaboration with SDR’s senior monitoring and evaluation expert in Semera and the international M&E advisor in Addis Ababa. He or she will support the implementation of the program’s M&E system in Afar region and be responsible for the collection, analysis and reporting of field data relevant for the regular activity and impact monitoring and evaluation. Besides, he or she will contribute to the further development and adaption of M&E tools to the program’s context, inter alia, the participatory planning procedures with the local communities. The post holder will also contribute to the SDR-communication’s work. The M&E position includes frequent travel to rural Afar and Addis Ababa.

Summary of Duties and Responsibilities
Working under the technical supervision of the Senior Advisor on P, M&E in Afar and in close cooperation with the Senior Advisor on P, M&E in Addis Ababa, he/she will support overall regular planning, implementation, coordination and provision of M&E functions within all subject matter areas focused on two projects of the SDR program.
Responsible to integrate two projects of the SDR program into the SDR planning and monitoring system.
Analyze and consolidate all collected M&E data and prepare regular M&E reports.
TASKS
Support the M&E unit and the other M&E experts of SDR Program to monitor and evaluate results and indicators of selected SDR projects/funding lines in Afar region (mainly IFTAR and the IGAD TC-Facility).
Assist SDR Afar team, its technical experts, and partner organizations to implement the SDR M&E system, including the collection, analysis, and reporting of relevant field data.
Collect and analyze data in collaboration with different project teams and prepare reports for the project management unit.
Assist the program’s M&E unit in designing and adapting M&E tools and processes for program management, learning processes as well as its strategic development and contribute to its effectiveness and accountability.
Provide capacity development to program personnel for implementation of the M&E system.
Advise partner organizations at regional, zonal, and woreda level to design their own planning and M&E system, including common indicators, tools, and processes and
Provide capacity development for their staff.
Identify gaps and provide orientation and technical training on M&E concepts and tools to all Regional and Woreda Pastoral and Agricultural Development staff in the Afar regional state;
Support and facilitate the dissemination of lessons learned to all program staff, relevant partners, and beneficiaries;
Facilitate cross-organizational learning, including providing information, guidelines, lessons learned,
Support the program’s communication work (print material, online, exhibitions etc.)
Prepare monthly, quarterly and annual work plans;
Draft monthly and annual program reports; and
Perform other duties as assigned
Qualifications and Competencies
A minimum of bachelor’s degree from an accredited college or university in planning, monitoring and evaluation, geography or agricultural economics or natural resource management,
Minimum of 5 years’ service after qualification with bachelor degree in relevant fields with proven practical experience in planning, monitoring and evaluation of rural development and/or natural resource management programs.
Excellent communication skills, both written and oral in English. Good knowledge of Afar and Amharic.
Good knowledge of Afar region and pastoral areas
Experiences in working with governmental structures and NGOs
Willingness to work with rural communities and government structures.
High level of self-initiative, integrity and accountability.
Excellent Computer skills.
Capacity to work in a multi-national team, with a service attitude towards internal and external partners.
