Overall Objectives of the Job
The incumbent will be responsible for provision of comprehensive technical assistance, support and coordination related activities to FMOH, Regional Health Bureaus, Woreda Health Offices and Health Facilities under the PEPFAR fund through CDC – Ethiopia and ICAP – E’s assisted implementation of quality Key Population Friendly Clinic Services in selected health facilities.
Major Duties and Responsibilities
The incumbent will be responsible for provision of technical assistance to Key Population Friendly Clinic Services in the following areas;
· Provide technical assistance to FMOH in the development /customization of KP friendly clinic services SOPs ,service packages ,training curriculum & monitoring and evaluation tools
· In collaboration with FMoH, organize and provide/facilitate TOT on KP for RHB,zonal and facility staff
· Providing technical assistance and support during regional planning, implementation, monitoring and evaluation of Key Population Friendly Clinic Services related activities
· Coordinating the provision of accessible, affordable and quality Key Population Friendly Services for FSWs and their partners as per service package that include:
o HIV Testing Services
o Promotion and provision of referral and linkage services for both HIV Positive and Negative FSWs
o Screening, diagnosis and management of STIs using SCM approach
o Promotion and provision of FP Services (mixed methods emergency contraception)
o Promotion and referral of HIV Positive pregnant FSWs to access PMTCT services
o Promotion and provision of Male Condoms
o Promotion and provision of services on Post Exposure Prophylaxis (PEP)
o Promotion and provision of Gender Based Violence (GBV) services
o Provide support and assistance to the Peer Navigators
· Coordinating the provision of support and assistance for peer navigators during the mapping and updating of data on venues, FSWs and organizations actively involved in provision of KP Friendly Services in the town
· Coordinating and organizing the follow – up of the performances of the peer navigators
· Coordinating and providing support during the preparation and submission of monthly reports on KP Friendly services
· Providing support during the training of Health Care Providers on KP and also of Peer Navigators
· Conducting needs assessment of Health Facilities on provider and client support tools and others
· Conducting regular supportive supervisions and clinical mentoring related activities to Health Facilities and their Health Care Providers
· Participating on regular Regional Technical Working Group meetings
· Providing assistance and support during the utilization of monitoring and evaluation and other tools
· Performing other duties and responsibilities as assigned by the supervisor

In general, the Key Population Friendly Clinic Services advisor shall be responsible towards ensuring that Health Facilities and their Health Care Providers provide:
· KP Friendly Services at the most convenient and welcoming environment,
· KP Friendly Services after establishing a trustworthy and more supportive relationship with FSWs,
· KP Friendly Services and also referrals in a non – discriminatory manner,
· Best KP Friendly Services to clients with dignity and respect
In addition to these, the coordinator should be:
· Proficient with health care management requirements and protocols
· Efficient in performing administrative and clerical functions
· Ability to communicate with health care providers serving at governmental health facilities
· Competent in fulfilling targets under minimum supervision
· Skilled at coordinating multiple functions and keeping track of activities
Familiarity with rules and regulations associated with governmental policiesThe incumbent who is a Medical Doctor with Public Health background who has 2 or more years of experience in coordination and management of Health Facility Based and Integrated Key Population Friendly Clinic Services or on MARPS focused interventions.
In addition to these, the incumbent should have:
o The experience in conducting trainings, supervision and clinical mentorship
o The ability to work in team with good team spirit
o The knowledge and skill to manage on computers (Word, Power Point, Spread Sheet, etc.)
Travel Requirements
The Incumbent is expected to have 80 % travels to supported Health Facilities and Regions.
