Background Information
The International Organization for Migration (IOM) is a dynamic, inter-governmental organization, with 161-member states, and committed to the principle of humane and orderly migration that benefits all. IOM works to promote orderly and humane migration management, to promote international cooperation on migration issues and to assist in the search for practical solutions to migration problems.
IOM is the lead agency for the Emergency Shelter/Non-Food Item Cluster (ES/NFI) in Ethiopia since 2011. The ES/NFI Cluster in Ethiopia endeavors to incorporate the commitments on Accountability to Affected Populations (CAAP IASC 2012) into its policies, operational guidelines and assessment, beneficiary registration and monitoring tools in order to expand AAP awareness and implementation among cluster agencies.
The consultancy will support IOM, and the ES/NFI Cluster in Ethiopia in particular, with the following objectives:
1. Broad review and analysis of the current experience and capacity of the Shelter/NFI partners in Ethiopia in implementing participatory approach during their ES/NFI activities and understand how accountability enacted in both ways (towards affected persons and from the organizations towards donors);
2. Discuss with federal and regional Shelter/NFI Cluster leads in Addis Ababa and Jijiga (Somali Region) to understand which mechanism and tools are in place to ensure accountability and participatory approach in the Ethiopian context
3. Analyze the accountability tools already in use by partners (IOM, NRC, IRC, UNICEF, etc) such as, beneficiary targeting criteria, complaint mechanisms, and Post Distribution Monitoring tools already in place
4. Develop suitable standard operating procedures (to be used by partners, but as ES/NFI cluster standards tool) to ensure accountability and participatory approach in daily operations considering different operational modalities (i.e. direct distribution of material in kind, direct cash distribution, distribution/ cash assistance through national/international implementing partners and governmental institution)

5. Develop annexes forms and tools and other material needed to ensure the operationality of the above, this will include but not limited to:
- PDM
- Joint Program Monitor
- Complaint/feedback mechanism
6. Develop brief general AAP framework/strategy to be used as the Shelter/NFI guiding document along with work plan for future direction in 2018
7. Develop and conduct training of Shelter/NFI Cluster agencies principles of AAP
The consultant will be responsible for the following:
A. Draft a rapid report of the key approaches used by the cluster partners in the field to implement AAP with recommendations for enhancement;
B. Develop brief general AAP framework/strategy to be used as Shelter/NFI Cluster guiding document with workplan
C. Develop suitable Shelter/NFI cluster standard operating procedures to ensure AAP in daily programs including tools for operationalizing and AAP mainstreaming in programs
D. Develop guidelines and instructions on how to use the new AAP Framework/ tools;
E. Undertake a training at National Level to introduce the AAP framework and tools to the cluster partners (the S/NFI Cluster will cover all the costs related to the training);
Advanced Degree in Social Science, International Political Economy or equivalent
Fluency in spoken and written English required. Knowledge of local languages in the region is an advantage.
