Background
Under the overall supervision of the Chief of Mission and Representative to AU, UNECA and IGAD, and the direct supervision of the Deputy Chief of Mission, and in close coordination with the Mission’s Head of Programs, the Head of Field-Office will be responsible and accountable for the coordination of all IOM activities in Moyale. S/he will be responsible for assisting in overseeing the Field Office and promoting IOM interest, providing information to the Chief of Mission and other colleagues concerned in IOM Addis Ababa on potential project activities, and coordinating with host local government and partners in Moyale on IOM activities
Core Functions / Responsibilities:
1. Assist in coordinating and monitoring activities of IOM Field-Office in Moyale and the Emergency Migration Response Centre including human, financial resources and physical assets of the organization; coordinate the procurement process at field office level in cooperation with the colleagues concerned in IOM Addis Ababa.
2. In close coordination with the RMU in IOM Addis Ababa, assist in overseeing the administrative functions of the Field-Office including but not limited to:
a) Supervising staff and monitoring implementation of IOM rules and regulations;
b) Monitoring the financial expenditures of the Field-Office;
c) Approving payments and managing funds ensuring compliance with IOM financial and administrative policies and procedures;
d) Coordinating the procurement and logistic services, including contracts with suppliers of goods and services.
3. Attend relevant meetings/events with Regional Officials and other partners, report on those meetings, prepare and submit relevant Notes for File.
4.Coordinate and monitor implementation of IOM's programs in Moyale in areas of IOM humanitarian assistance to internally displaced persons and emergency assistance to vulnerable migrants, assistance to vulnerable migrants and capacity building of government officials in close coordination with the relevant heads of unit and other colleagues concerned in IOM Addis Ababa.
5. In coordination with relevant heads of unit, support the development of detailed work plans for project implementation in accordance with relevant project documents and donor agreements and ensure adherence to work-plans, deadlines and budgets.
6. Analyze migration-related trends and issues, assess the potential for program development and provide information to IOM colleagues concerned in Addis Ababa for the development of new projects and their implementation.
7. Provide timely reporting on issues of importance to the Chief of Mission and other colleagues concerned in IOM Addis Ababa, ensure the provision of comprehensive monthly reports on the Sub-Office work to IOM Addis Ababa.
8. Act as the security focal point for the IOM staff in the region and promote implementing IOM security requirements and UNDSS requirements in the Sub Office.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Master degree or Bachelor degree in Social Sciences or Development Studies or International Relations or Conflict Resolution or related field, or a combination of training and relevant working experience
