IntraHealth International, Inc. is currently implementing TRANSFORM/ Health in Developing Regions (HDR). This is a USAID-funded project led by Amref Health Africa in Ethiopia. The project aims to achieve increased utilization of quality MNCH/FP services in Afar, Benishangul-Gumuz, Gambella and Somali regions of Ethiopia through increased access to integrated MNCH/FP services at health facility and community levels and strengthened health systems.
Summary of the role
The RMNCH/FP officer will be responsible to provide technical support and coordinate all activities related to RMNCH/FP activities. S/he will provide support for assigned woreda’s health offices and health facilities in planning, coordination, implementation, monitoring and evaluation of Transform: HDR’s RMNCH/FP activities. S/he will work under the direct supervision of the Regional Program Manager. This position will be based in Afar, Benishangul-Gumuz, Gambella and Somali regional states with frequent travel to facilities and health posts within the assigned woredas to monitor program implementation and oversee the quality of activities and services.
SPECIFIC FUNCTIONS/RESPONSIBILITIES
· Provide technical assistance to the Zonal Health Office, Woreda Health Offices, facilities, health posts and communities through engaging on RMNCH/FP program interventions
· Support the realization of the overall goal of the Transform- HDR project in its effort to significantly contribute to the targets of the HSTP of the region related to RMNCH/FP.
· Directly support the implementation of RMNCH/FP programs to improve RMNCH/FP services in all facilities under the assigned woredas.
· Engage in and coordinate the capacity building efforts that include assessment of RMNCH/FP related training needs, organize trainings in close collaboration with the regional manager and ensure the trainings are conducted on time and within acceptable standards (trainers, venue, materials, schedule, etc.).
· Participate in health communication message development and dissemination to targeted health facilities and communities.
· Support gender integration in service delivery at the facility level addressing barriers for service uptake
· Strengthen community outreach and bi-directional referral linkage between health centres, health post and community.
· Support the implementation of child and nutrition strategies established by the project through technical support for field staff.
· Collaborate with other organizations and projects/programs working on RMNCH/FP issues to ensure synergy, sharing of technical resources, learning and mutual support.
· Coordinate and conduct regular field visits to provide post training follow up.
· Coordinate and conduct integrated/joint supportive supervision to HC, HP and communities and document findings and recommendations of field visits for follow-up action.
· Participates in catchment area meetings, review meetings, quarter supervisions and program monitoring.
· Ensure that feedback from supportive supervision visits, review meetings and related forums are applied in the facilities for continuous improvement in RMNCH/FP interventions.
· Support the linkage of HEWs with HDA as well as community mobilization and sensitization through HDA for RMNCH/FP related activities and ensure that key messages of the program reaches the community.
· Participate in the development of Woreda operational plans for RMNCH/FP programs and support the RMNCH/FP team in executing the annual plans.
· Participate in the RMNCH/FP quality improvement and quality assurance process.
· Produce, document and share program implementation reports, supportive supervision as well as mentoring reports as per the standard format.
· Identify areas of best practices and success stories and collaborate with Regional Manager and communication team to produce the practice report and stories.
· Assist the Country Office program advisors in preparing programme/project status reports as well as documenting lessons learned in specific technical areas for wider dissemination/use.
· Closely work with the regional and CO Monitoring and Evaluation team to document performance, develop data base and update it regularly.
· Support Woreda health offices and facilities in performance monitoring and use of data for decision making.
· Represents the newborn and child health team in selected relevant regional and district health forums.
· Performs other functions assigned by the project within the areas of expertise.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
· BSC degree in public health, nursing and related fields.
· At least 5years relevant experience.
· Knowledge of MNCH/FP programs..
· Experience in capacity building (programmatic and technical)
· Experience in organizing standard maternal and child health trainings
· Has received training in Maternal and child health, e.g.,.,BEmONC, FP, ICCM, CBNC, IMNCI, etc.
· Experience in working in the developing regional states
· Knowledge of local language is an advantage.
· Excellent communication and interpersonal skills including influencing, negotiation cultural awareness and ability to work well in a multi-cultural environment
· Ability to manage demanding workload, multi-task, accept challenges, take initiative and solve problem
· Excellent spoken and written English
· Good computer skills (particularly Excel, Word and database)
· Ability to meet deadline without compromising quality
· Flexibility to adjust to different situations and contexts.
