Objectives: The Team Leader Head of the Livelihoods for Resiliency Activity at SNNPR Project Office reports directly to the Project Manager. S/he supports the Project Manager in leading day-to-day operational coordination and oversight of project activities as per the approved plan and with a focus on program quality and learning. S/he directly supervises the Woreda team leaders and supports them in ensuring effective program implementation on the ground.
Job Responsibilities
Program Development and Planning
§ With the project manager and the project team, analyze past experiences to systematize and incorporate lessons learned into the planning process.
§ Support the development of Woreda level project DIP preparation broken down by year, quarter and monthly plan.
§ Ensure that all Woreda Team Leaders and their supervisees have updated monthly and quarterly implementation plans.
Program Implementation
§ Co-lead day-to-day operational coordination and oversight of all project activities as per the approved plan, ensuring integration and effective management.
§ Support the Project Manager in ensuring that cross-cutting themes like gender, nutrition, climate change adaptation and other resilience activities are implemented according to the technical specification set together with partners and time schedule and also within the limit of the planned budget
§ Undertake frequent field visits to project sites to ensure that the activities are carried out in accordance with work plan and technical requirements.
§ Supervise, lead, guide, orient, train, coach and support Woreda Team Leaders
§ Hold all levels of staff under supervision accountable to program - program support functions’ quality standards
§ Build the technical and managerial capacity of Woreda Team Leaders and their supervisees in planning and implementing programs effectively and efficiently
§ Recommend personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans as per the HR manual
Program Monitoring, Evaluation and Reporting
§ Ensure that Woreda Team Leaders write monthly/quarterly/annual comprehensive and up-to standard quality program progress reports
§ Plan and conduct quarterly and annual review meetings to assess progress, capture bottom-up feedback and learning from the ground, adjust plans, and draw/disseminate lessons learned with Woreda Team Leaders and Facilitators for Empowerment at Woreda level.
§ Collaborate in intermediate results assessments, evaluations, and other monitoring events conducted
Networking, Learning and Representation
§ Engage with stakeholders, particularly the government Food Security and Livelihoods Implementation and Coordination Unit teams, microfinance institutions (MFIs), and other key government offices at Zonal and Woreda levels to support project implementation
§ Participate in Early Warning and Food Security meetings held at Zonal and Woreda level to discuss program related issues
Qualifications (Know How)
A) EDUCATION/TRAINING
BSc in Agriculture, Agricultural Economics, Rural Development, or related field, or equivalent combination of education and work experience.
B) EXPERIENCE:
4-7 years of experience working on rural development projects, food security, livelihoods, natural resource management
C) COMPETENCIES
