Responsibilities
The Advisor will work under the direct supervision of the Programme Director and will be accountable to him/her. The Advisor will be responsible for providing advise and support to the African Union Department of Human Resources, Science and Technology (HRST) as well as the Rectorate of the Pan African University (PAU) and its stakeholders on the institutional development of the Pan African University and its embedding in the Continental Education Strategy for Africa as well as the TVET strategy. The Advisor will independently manage an area of responsibility in the field of institutional development that forms part of the PAU programme objectives. He/she will specifically advise, promote and coordinate linkages and synergies between the German Technical Cooperation Programme supporting PAU and programmes in the broader TC portfolio with the EU portfolio in education, youth and skills. Furthermore, the Advisor will support the development of synergies between the German Cooperation Programmes in the focal area Youth, Education and Employment and coordinate contribution of the Pan African University programme to the platform “Africa Talks Jobs”.
Tasks
I) Advice and technical support to the Pan African University Rectorate as well as the Department of HRST
Provide process guidance and advice on strategic planning and implementation processes of the PAU Rectorate with a focus on financial sustainability, collaboration with partners and stakeholders, communication and outreach of PAU as well as positioning of the PAU in accordance of the agenda 2063, AU sectoral development strategies including the Continental Education Strategy for Africa and the TVET Strategy. The Advisor will provide professional advice on partner and stakeholder cooperation, and communicating innovations within PAU to a broad stakeholder group.
II) Coordination and Advice on collaboration and synergies with the EU portfolio
Advise the Pan African University Rectorate as well as the Department of HRST on cooperation and participation potential within the joint action plan between the AU and EU in the field of Higher Education and TVET. Beyond the support for PAU, the Advisor shall also advice and support TC programmes in the AU portfolio regarding linkages and cooperation with the EU and AU-EU Action plan.
III) Coordination in the TC Focal Area “Education, Youth and Employment” and platform Africa Talks Jobs (including the contribution of the PAU TC programme).
The Advisor shall support the Programme Director with the coordination of the TC programmes in the focal area on “Education, Youth and Employment”. This includes planning of synergetic approaches, knowledge exchange, coordination of the cooperation with the private sector and with the Department of HRST and potentially other AUC Departments. The Advisor will furthermore contribute to the coordination of the TC support to the platform “Africa Talks Jobs”, a continental dialogue platform on the link between education and employment that has been initiated in 2017 by that AUC, NEPAD and Business Africa and shall further be supported through a coordinated effort of several Technical Cooperation programmes. The TC programme supporting the Pan African University will seek to contribute to “Africa Talks Jobs” in the field of Higher Education-Private Sector Cooperation and Entrepreneurship promotion through universities.
IV) Communication and Monitoring of Results of the TC programme
The Advisor will be responsible for monitoring and communicating results of the TC programme supporting the Pan African University. He/she will coordinate the monitoring of output, module and programme indicators across all areas of activity and locations of the programme. She will coordinate and participate in the compilation of the annual report to the commissioning party, the German Federal Ministry of Economic Cooperation and Development. Furthermore, the will participate in communication measures about the programme.
V) General Tasks
The above described tasks include the
· advisory tasks that include the development and implementation of project plans in consultation with the partners, coordination tasks, conceptualization and implementation of workshops and events, quality assurance measures,
· dialogue with partners, stakeholders and networks,
· knowledge transfer and management, presentation and reporting,
· contribution, participation and moderation in project planning, monitoring and evaluation,
· the supervision responsibility of interns and trainees (professional year candidates) in the programme,
· the supervision and coordination of local and international experts and consultancies including the handling of contracting matters and reporting,
· travel to programme locations as well as events and coordination meetings within Africa,
· coordination and communication within the team and between TC programmes,
· assurance of conformity of all activities and processes with rules and regulations of the GIZ,
· Tasks (including above described) may evolve and vary according to the needs in the project.
Required qualifications, competences and experience
· Master’s degree from accredited university including international study experience in Education, Social Sciences, Public Policy or Administration or other relevant field with excellent results. A specialization in Higher Education and or TVET is desired.
· Minimum of 8 years’ experience in higher education management, institution building in higher education or education sector, strategic planning and cooperation management. Experience in development cooperation programmes or international programmes promoting higher education is required.
· Professional experience in the cooperation with the African Union and knowledge of policies and structures of the African Union.
· Professional experience in the cooperation with the European Union (especially DG DEVCO and EAC) and knowledge of cooperation programmes with the African Union and with African countries. Working experience with the EU is an added value.
· Excellent communication skills both written and oral in English. Knowledge of French would be an added value.
· Longstanding experience of project management, working in complex organizational settings and in multi-stakeholder situations.
· Strong presentation skills and experience in interacting with high level political partners including advisory roles.
· Independent project manager, demonstrating self-initiative, high reliability and integrity;
· Very good knowledge in ICT (related software, phone, email, internet and computer applications),
· Excellent intercultural communication skills and strong team orientation and flexibility to assume new tasks and to upskill as required by the tasks to be performed.
· Willingness to travel and flexibility regarding tasks.
