Major duties & responsibilities: The post holder will be responsible to assist the coordination on the development of the EWRRS for EU project, provides technical support to the piloting of CEWRR and collaborate/ network with relevant stakeholders.
Specific tasks and deliverables
Assist the Coordination on the development of CEWRR: On behalf of Pact/ EU, the post holder in collaboration with the ICT Manager and Technical committee, the post holder will assist in ensuring a functional CEWRRS with acceptable standard is in place. He/ She will undertake the following
Assists on the development of workable and realistic system development plan
Assist in monitoring of the progress of the MIS development by the consulting firm
Assist in the provision of regular progress update for EU and technical feedback to the consulting firm
Participate in the CEWRR technical committee meetings and provide technical input as appropriate
Review/ evaluate/ comment technical outputs of the consulting firm
Support procurement of equipment and software or other services
Serve as contact person and liaise with the consulting firm
Facilitate system demonstration and testing
Facilitate technical and users’ trainings
Maintain relevant documentation pertaining to the development process including challenges, lessons and best practices, etc.
Produce comprehensive system development accomplishment report
Handle other related tasks
Provide technical support to the piloting of CEWRRS: Towards successful implementation and piloting of the CEWRRS, the post holder will assist the ICT manager with the following tasks:
Support training of users
Extend technical support/ mentoring to users
Support monitoring of implementation/ utilization status of CEWRRS
Ensure appropriate technical support from the software consulting firm during the piloting period
Assist in documenting the learning of the piloting phase which is to be used for the development of the upgraded version to be used on scale-up
Collaboration/ Networking: The post holder is required to ensure collaboration with relevant stakeholders such as MoFPDA/technical committee, the consulting firm developing the system, federal and regional level stakeholders. In relation to this he/ she is required to handle the following:
Represent Pact/CEWRR project in relevant form
Participated in joint consultative meetings with relevant stakeholders
Participate in technical committee and handle designated tasks
Assist in Documenting important discussions, agreements, action points, etc. and make sure they are followed up.
Person Specification
Qualifications: MSc. / BSc. Degree in IT, Computer Science, MIS,
Background in the application of different software and database management is an advantage.
Experience:
At least 3/5 work experience after acquiring degree and recent (in the last 5 years) relevant experience in development/ management of software development.
TECHNICAL AND OTHER SKILLS
having certifications from recognized product vendor is advantageous
Demonstrated and effective organizing and planning skills;
Skills in developing MERL plans, data collection tools and indicators development and survey undertakings
Ability to analyze M&E technical issues, to write clear and concise reports and to make effective oral presentations;
Proficiency in Computer applications, database management and statistical software
Proficiency in English language and knowledge is advantageous
willing to work in a flexible environment, good communication skill (oral and in writing)
