TITLE: Technical Director and Deputy Project Director, Family Planning by Choice Program

EngenderHealth seeks applications from experienced managers and technical leader to serve as the Deputy Project and Technical Director on an upcoming project (yet to be awarded), Family Planning by Choice Programme. The programme is part of a partnership between DFID and Ethiopian FMoH, and aims to provide Technical Assistance to the FMoH and RHBs to improve quality, equity, choice and financing for comprehensive family planning and safe abortion services in Ethiopia. This will be a local hire position, with an anticipated start date of June 1, 2018. This position is subject to the successful award of the contract and the project is due to commence in 2018. The role will be for a minimum of one year and may be extended for the full duration of the project (2 years and 9 months).
JOB SUMMARY:
The Technical Director and Deputy Project Director, works closely with EngenderHealth Country Representative (CR) and Project Director, Family Planning By Choice Programme (FPbC). The Director will be part of the senior leadership team for the DFID funded FPbC programme. S/he will lead over all technical leadership for FPbC programme and serve as a project lead for all EngenderHealth activities under FPbC programme. S/he will take overall responsibility for technical and team leadership, project management, and supervision of project staff.
As a Technical Director, s/he provides critical oversight and technical guidance, including policy, health system and clinical expertise, to a team of technical project staff, international TAs and consultants to ensure the coordinated provision of technical assistance to build the FMOH and RHBs at national, regional and facility level as part of the FPbC programme
The Director will ensure compliance with the requirements of EngenderHealth, the project prime partner, government and the donor; ensure efficient management of all project’s human and financial resources; and provide oversight of field-based activities in the Regions. The Director will supervise activity implementation and monitor the budget and project expenditures. S/he will ensure quality of results and timely completion of all required deliverables, including donor reporting. The selected individual will also represent EngenderHealth to external partners, lead the coordination and collaboration with key local stakeholders and implementing partners, liaise with relevant in-country agencies, including the Government of Ethiopia (GOE), and EngenderHealth teams in Ethiopia and at headquarters. The successful candidate will have a record of accomplishment of strong leadership, depth and breadth of SRH technical expertise and experience; strong program management experience; exceptional interpersonal skills and communication abilities; and a unique understanding of the Ethiopian social (particularly Health) and political context to fulfill the technical and managerial requirements of the project.
