ROLE PURPOSE:
The job holder will be responsible for the operational management including results based monitoring, evaluation and quality assurance of youth empowerment for successful transitions to decent work in Wag Hamra Zone Amhara Region of (RESET +) project. The Project Manager is accountable for budget management of the awards for which he/she is the designated budget holder. The Project Manager is also accountable for partners’ management, which includes support to partners working on the programs under supervision and representation of the projects within government sector bureaus, offices and Ministries as applicable.
KEY AREAS OF ACCOUNTABILITY:
Programme management
· Play the key leadership role for this project and be responsible for overall implementation and management of all aspects of the project as per the design to meet the intended objective, outcomes and outputs of the project
· Lead identification of youth and transforming their livelihood through labour market and local-economy understanding,
· Ensure that social behaviour change communication (SBCC) strategy, literacy and numeracy, life skills, technical and vocational skill training, financial literacy are in place
· Ensure linkages with local private and public sectors for job placements and apprenticeships
· Ensure establishment of one-stop services, and facilitate transition to safe and viable employment and linkages with financial services sector.
· Providing overall technical, administrative, operational, and logistical management, with a focus on achieving the results
· Be responsible for the overall management and communication of this project with the donor and stakeholders.
· Be responsible for developing a strong, coherent integration within RESET II program and initiating innovative strategies across the program.
· Lead the program’s strategic, financial, and operational planning, including the annual work planning process and development of an appropriate exit strategy.
· Ensure adherence to overall technical and programmatic quality in implementation and the timely submission of all deliverables to EU/Ethiopia, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required.
· Provide management guidance and support to the staff in order to ensure smooth and timely start-up and implementation of project activities as per the approved project plans.
· Provide technical and managerial support in reviewing and adapting strategies and project plans in view of changes in the internal and external operational environment.
· Work closely with project staffs in the field and Save the Children technical specialists to identify the technical support needs of the project and ensure this support is provided.
· Ensure approved project deliverables are achieved according to the contractual requirement of the donor i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
· Regularly update detailed annual and periodic work plans with project implementation and ensure this is used by the whole project team and implementing partners to monitor project progress towards completion.
· Provide overall technical, strategic, planning, financial, and monitoring and evaluation guidance to the project teams in the field offices and implementing partner organizations.
· In coordination with MEAL specialist, design results based monitoring and evaluation process for projects under supervision
· Monitor and systematically document project results jointly with partners
· Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders
· Ensure timely preparation of reports to SCI members and the donors as per their requirements.
· Stay technically up to date in these areas in order to inform the project implementation
· Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints
· Ensure that strategies for phasing out are taken care of during implementation
· Facilitate and ensure the involvement of youth as primary stakeholders in all project work
· Facilitate terminal evaluation of projects through participatory process
· In cooperation with Learning and Knowledge Management advisor, ensure proper documentation of experiences and lessons learned
Partnership Management
· In consultation with the Senior Project Manager RESET Plus and program direcotr, take the lead responsibility for co-ordination of partnerships and networks that support and progress to the agreed objectives.
· Ensure that efficient systems to support all aspects of the project (including consortium management, financial, capacity building and performance monitoring and reporting) are in place and support the effective use of program resources in compliance with EU regulations and Save the Children policies.
· Contribute to improving youth’s policy environment using evidence-based and learning generated throughout the RESET projects.
· Work closely with private companies and the implementing partners in Waghimra Zone for the development of public-private partnerships to leverage private sector contributions in support of employment and training for youth
· Serve as key liaison with Save the Children consortium and implementing partners in Waghimra Zone levels.
· Ensure that the project has an approved government agreements and adheres to government reporting requirements in a timely manner.
· Ensure that the project implementing partner, ORDA, in Waghimra has approved government agreements and adheres to government and donor reporting requirements in a timely manner. Liaise closely with Senior Project Manager in this regard.
· In consultation with the Senior Project Manager RESET Plus and PDQ FSL team, ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s).
· Be able to clearly explain project activities and objectives, related policy issues and the project’s contributions to wider Save the Children goals and objectives.
· Closely work with partner organizations in the course of project planning and implementation
· Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions
· Closely work with implementing partners in the preparation of periodic and project completion reports
· Support partners in preparing annual and quarterly project budgets and making budget revisions
Budget Management/ Budget Holding Responsibility
· In collaboration with program, award and finance staffs, prepares annual project budgets based on the project budget proposal and ensures compliance with donor requirements;
· Ensure that budget for the assigned project accurately reflect anticipated costs of planned work at all times.
· Ensure that the annual project budget is properly phased, mapped to the budget coding (account, Cost centre, Projects, DRC and DEA) and uploaded on Agresso (Financial Management System),
· Ensure effective and efficient utilization of project budget and other resources for intended purpose; monitor budget utilization and project expenditure as needed
· Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments
· Ensure the financial records relating to the assigned projects budget /s are accurate and in line with policies and procedures set out in the Finance Manual
· Ensure expenditure is authorized in accordance with the budget authorization procedures within the scheme of delegation (SoD)
· Monitor, analyse and report significant variances between budget and actual expenditure
· Ensure to get prior approval from the Member (and/or donor) for incurring costs on any individual budget line which are more than budget line flexibility as per Fund Summary and review with Awards unit for variations above the flexibility level of the costs budgeted for that line item.
· Prepare programmatic and financial reports for SCI Members, government and Save the Children as required, ensuring these are of a high quality and submitted to the Sr. Project Manager and Grants Liaison Unit in a timely manner. Be fully aware of the grant compliance regulations for Donors and the SCI members.
· In consultation with the senior Project Manager RESET Plus and together with the award unit, highlight and prepare documentation for any project modifications, amendments or extensions, which require donor and/or Government consent and approval. Ensure such changes are made in close consultation with the Sr Project Manager, Award and Finance staff and all relevant project staff.
· Manage finalisation of donor reports, including review and verification of financial reports and confirmation of accuracy and consistency between narrative and financial reports.
· Facilitates communication and interaction between implementing partner and the Save the Children Award focal person
Staff Management, Mentorship, and Development
· Participate in hiring of new staff at the beginning of the project and during implementation if necessary.
· Have overall technical responsibilities for the rest of the project team, ensuring their respective responsibilities.
· Ensure all new recruited staff gets Fraud, Safety and Security and Child safeguarding training and monitor the progress
· Support project staff and partner organizations and ensure the appropriate induction, training and follow-up needs of all project staff are identified and planned. Key areas to consider include: grants management systems, particularly donor and regulations, Save the Children logistics and security guidelines and any other relevant management, monitoring and evaluation procedures/guidelines
· Provide technical support to the projects staffs
· Support staff under supervision to set their annual goals and Perform quarter and annual deliverable’s and submit
· Builds the technical capacity of the project staff in planning and implementing effectively and efficiently.
MINIMUM QUALIFICATION and EXPEREINCE
· A Master’s Degree in youth programming, workforce development, entrepreneurship/ enterprise development, value chain development or related fields with a minimum of 3 years of proven work experience in managing and implementing programs for young men and women’s economic strengthening or enterprise development
· BA Degree in youth programming, workforce development, entrepreneurship/enterprise development, value chain development or related fields with a minimum of 6 years of proven practical work experience out of which 2 years in managerial positions in managing and implementing projects for young men and women’s economic strengthening or enterprise development, value chain development, with a demonstrable track record of innovation and leadership.
· Demonstrated experience of demand-led and employment-focused enterprise-based technical & vocational skill training, skills working through public and private partnership (PPP) settings
· At least two years of progressively responsible supervisory work experience including direct supervision of professional and support staff; and assembling teams working on multi-faceted programs
· Demonstrated skills in program planning and understanding of youth issues
· Proven ability in promoting and collaborating closely with consortium and multi- stakeholders
· Good understanding of national youth policy, strategies and programming
· Excellent interpersonal communication skills and demonstrated ability to lead and work effectively in team situations
· Skills in organizing and facilitating training, social behavioural change communication (SBCC) and multi-stakeholder platforms dialogues/events.
· Familiarity with EU regulations and policies
· Proven experience in working with local NGOs and government bodies
· Excellent oral and written English language skills
· Knowledge of local languages in the operational area will be an asset
