SPECIFIC FUNCTIONS AND RESPONSIBILITIES
Job Responsibility #1: Staff Management
Provide regular support and supervision to staff under his/her direct line management. This includes (but is not limited to) the formulation of individual work plans with agreed indicators of achievement) based on project work plans and/or job descriptions. It also includes regularly scheduled supervision and performance management meetings to assess progress against agreed outputs
Build the technical capacity of staff under direct line management and delegate tasks for the efficient performance of activities
Participate in staff recruitment, induction planning and formulation of staff personal development plans
Job Responsibility #3: Project Management
Responsible for the execution of all aspects of Pact’s EU funded support EWRR system piloting in a timely and cost-effective manner and ensure compliance with the terms and conditions of the agreement which Pact Ethiopia entered with the EU and MoFPDA.
Ensure adherence to organisational policies, procedures and guidelines.
Support the production of a compliance checklist for Pact’s EWRR system piloting support in close coordination with the finance and administration teams.
Develop work plans at project and individual level.
Participate in the production of high quality reports in a timely manner for MoFPDA, the EU and other stakeholders.
Review materials produced (internally or externally) for training workshops, seminars, conferences etc… to ensure organisational quality and standards.
Perform a full range of consultative, advisory, information gathering, and analysis services on issues related to the capacity building.
Ensure adherence to organisational filing and documentation processes.
Manage budgets in accordance to the schedules, formats, annual dates and deadlines as adopted in the agreement between Pact and the EU.
Review financial reports and project specific LoPs[SS1] on a monthly basis and ensure that action points from these meetings are followed up as agreed.
Support communication and coordination within Pact and with the EU in relation to required changes to budgets and financial matters as and when required.
Job Responsibility #5: MERL
Support the development of PMPs in coordination with project staff and the Senior MERL Manager.
Facilitate and support the development of a monitoring and evaluation guideline, which reflects programmatic, technical and administrative requirements at both organizational and partner level. Facilitate revision of monitoring and evaluation framework as project learning takes place.
Ensure that all project staff are collecting data on a regular basis and following agreed procedures for data management and reporting. Ensure that project staff are also using the database and regularly analyzing data for reporting and wider planning purposes.
In conjunction with the Senior MERL Manager, participate in the development and maintenance of a monitoring and evaluation system to evaluate progress and impact of Pact livelihood projects in their contribution to achieving set objectives at a platform level.
Job Responsibility #6: Coordination
Organise and coordinate the overall operational activities of project.
Participate in regularly scheduled meetings with the project team, participate in wider coordination meetings (as per the agreed organisational meeting schedule) and ensure dissemination of minutes to appropriate departments and or staff in AA and field offices.
Participate in coordinated monitoring visits as per agreed schedules.
Job Responsibility #7: Strategic Planning
Participate in the formulation of strategic and policy decisions related to the design, development, implementation and evaluation of the EWRR system piloting support activities.
Monitor the appropriateness of the existing project activities and/ or approaches and propose changes for improvement.
Job Responsibility #8: Networking and Representation
Establish effective working relationships with MoFPDA, other government, EU and civil society EWRR stakeholders.
Establish communication systems with all partners to ensure an enabling environment for partnership.
Keep abreast of developments in capacity building (policy and working guidelines, standards and frameworks) including best practice examples in-country and internationally, and lead documentation of experience and lessons learned in country.
Job Responsibility #9: Other Functions
Perform any other related duties that may be assigned by the line manager.

BA or MA in Sociology, Management, Education, Economics or in related fields.
B/ EXPERIENCE
At least 8/6 years of relevant experience.
Proven human management experience.
Experience in managing and administering large complex projects.
Experience in or managing support for EWRR systems.
Experience of working in complex environments.
C/ TECHNICAL SKILLS:
Technical skills relevant to program and financial management of large complex projects and capacity building.
Ability to develop and maintain strong relationships with partners.
Good interpersonal communication skills and abilities to effectively liaise with staff, government and other stakeholders.
Fluency in written and spoken English, Amharic and Afaan Oromo.
Demonstrated analytical and report writing skills.
Excellent written and oral communication.
Ability to perform and prioritize multiple tasks.
Proficiency in word processing, spread sheet and database skills.
Ability to develop and maintain strong relationships with partners.
