ROLE PURPOSE:
Growth through Nutrition Program is an integrated nutrition program intended to decrease maternal, neonatal and child mortality by improving the nutritional status of women and children less than 5 years through sustainable, comprehensive and coordinated evidence-based interventions. Growth through Nutrition is a technical assistance project that supports implementation of NNP. Some of the result areas of the projects are to improve the policy environment, capacity building, and operational research for nutrition. It is funded by USAID under Feed the Future.
The senior Nutrition policy and capacity building advisor will be responsible for providing strategic support for FMOH Nutrition Case Team in strengthening their knowledge and skills related to nutrition leadership, building the capacity of the team and facilitating the NNP implementation by strengthening governance and monitoring mechanisms as well as policy, multi-sectoral coordination, capacity building, and utilization of research findings for decision making.
KEY AREAS OF ACCOUNTABILITY:
1. Support capacity building of FMoH Nutrition Case Team for strengthening the nutrition leadership capacity, effective coordination and implementation of NNP aligned activities
· Support Nutrition Case Team to organize capacity building sessions on nutrition leadership capacity and program management including proposal appraisal, report review, mentorship and program evaluation – key gaps identified by the preliminary staff capacity assessment
· Develop training /induction package for orienting new case team members/ refreshing existing staff on major team activities, basic planning tools, monitoring of and coordination with implementing partners
· Support sub-case teams such as Emergency nutrition, AMIYCN, multisectoral coordination etc… in mapping and documenting performance and lessons from major nutrition interventions to serve as input for better program designing
· Work with the case team to develop Standard of Procedures/SoP for routine team activities such as developing guidelines, training manuals, organizing trainings and other events
· Support sub-case teams to identify priority technical competences required by their team along with existing capacity building opportunities for each identified competence
· Set plan for individual and group technical and leadership development plan that links team members with identified opportunities for technical and leadership capacity development
· Support the nutrition case team leader to develop and monitor a periodic technical and managerial team development plan
2. Provide technical support for policy and strategies implementation and strengthening programmatic governance and accountability
· Closely engage with the FMoH nutrition case team to facilitate effective functioning of the National Nutrition Coordinating Body and National Nutrition Technical Committee
· Provide support to the ongoing Food and Nutrition Policy finalization process and development of related strategies
· Support ongoing efforts of FMoH for the implementation of appropriate and participatory monitoring and evaluation mechanism for NNP both at national and regional levels.
· Provide support for FMoH Case Team to track implementation progress based on recommendations of national efforts such as integrated supportive supervision (ISS), scorecard assessments and review meetings
3. Reporting
· The position will be based at Save the Children as a member of the Growth through Nutrition team reporting to the DCOP Programs. The individual will regularly spend time at the FMOH to carry out their responsibilities on a schedule to be agreed with the FMOH.
· Submit regular plan and reports to FMoH Nutrition Case Team Leader and MCH Directorate Director as per GoE standards
· Submit monthly, quarterly, semi-annual and annual plans and progress reports to Growth through Nutrition Project Participate in Growth through Nutrition annual planning and review meetings
