Capacity building assistant is responsible to enhance the community participation and ensure for the sustainability of water schemes, establish and train Water user Association committee, facilitate technical trainings for relevant GOV officials, provide maintenance tools and equipment’s to partners and other related capacity building activities in his assigned area by mobilizing the communities and relevant partners
DETAILED RESPONSIBILITIES AND TASKS:
-Establish and train water user association committees with support of the Woreda Water Office as per the guidelines.
- Facilitate/conduct orientation, workshops and training for Water user Association committees.
- In coordination with woreda water office and EHAs, Ensure the WUA have developed by laws and follow up the functionality of by laws
- Facilitate meeting for program staff with partners like water user Association committee and communities etc. when necessary.
- Conduct continuous monitoring and consult of water user Association committees on management of their own water system.
- In collaboration with other EH assistant & HP Assistant team ensure high level of community participation in the project and regularly track the community participation in terms of money with local labor market standard.
- Identify, compile and maintain training materials for WUAs’.
- Joint Plan, and facilitate periodic community meetings integrating with WUAs on regular bases.
- Provide information on technical problems and feedbacks to the technical team on time.
- Mobilize community for participation in various projects like local construction materials, tranche excavation back filling pipe line, fencing of water schemes, sanitation of water point etc based up on the community action plan.
- Facilitate training to Woreda Water and Health officials.
- Facilitate proper hand over of water schemes to the water user Association committee and respective woreda water, finance and Health offices.
- Report activity progress and situation on monthly bases to the EH officer of the respective woreda.
- In collaboration with other EH team organize and facilitate different trainings for WUAs, artesian and for government partners per the project scope
- Maintain strong working relationships with respective IRC staffs and partners like WUAs, HEWs, Community health workers, kebele leaders, school teachers by organizing regular review meetings at kebele level.
- Facilitate and Ensure that all the WUA has developed by laws, has standard water fee collection and opened bank account for proper facial management system of the collected water fee and link with government sectors for sustainability of the system
- Perform other task assigned by his/her supervisor.
Job Requirement
Qualification:
- Diploma with three years/Degree one year in Rural Development or Social Studies or related.
- Work experience, specifically in community development.
- Strong skill on community mobilization, preferable on WASH projects
- NGO experience is a plus
Other skills
• Good command spoken and written Amharic and Basics of English;
• Knowledge of the local language is an advantageous
• Basic computer skill is advantageous.
• Motor cycle Driving License.
