ORGANIZATIONAL DESCRIPTION:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive, recover, and rebuild their lives. The IRC has been working in Ethiopia for over 15 years implementing emergency and resilience programming in the areas of WASH, education, livelihoods, reproductive health, gender-based violence, and child and youth protection and development. In 2017, IRC provided services to approximately 405,200 refugees in 20 camps and more than one million vulnerable Ethiopians in seven regions.
The IRC started its humanitarian intervention in Gambella region in 2011. Over the past years it has implemented various Emergency Rapid Response and development projects benefiting both host and refugee communities. Currently the IRC Gambella, under its refugee interventions, is undertaking a comprehensive WASH (Water, Sanitation and Hygiene) projects to contribute to efforts to enhance the living conditions and wellbeing of population of concern hosted across five refugee camps of Gambella region (Full WASH packages in Pugnido, Pugnido II, and Tierkidi refugee camps, Water supply in Kule refugee camp and water production for Nguenyyiel refugee camp)
PROGRAM BACKGROUND:
IRC Ethiopia is a key actor in the WASH sector in seven regions, including Gambella region where it has been implementing safe water supply program towards improving health and wellbeing of South Sudanese Refugees at Pugnido and Tirkidi refugee Camps. In addition, the IRC has been implementing Health and emergency Water, Sanitation and Hygiene (WASH) and NFIs interventions at target communities of the region. Currently IRC Gambella Field Office is expanding its WASH responses at Pugnido, Pugnido II and Tirkidi- Kule Refugee camps.
Job Purpose
The Water Technician Assistant, under the direct supervision of the water technician officer/Senior Water Technician officer/, he/she will be responsible for the operation, care, maintenance and
installation/rehabilitation of electromechanical equipment, water supply systems and networks, reservoirs, pressure and distribution pipe network systems, including tap stands. The Water technician assistant is mainly responsible to develop, establish and strengthen community based water supply management models through empowering beneficiary communities to own, manage and sustain their water supply facilities and systems.
REPORTS TO: Water technician officer/Senior water technician officer
Specific responsibilities include,
Support the WTO/SWTO in identification, development and review of electro-mechanical requirements, spare parts, fittings and supplies/inputs needed for ensuring the smooth operation of the water supply systems.
Ensure the availability of fuel and lubricants needed, including reasonable contingency, for running of electro mechanical equipment and ensure smooth day to day operation of the system. Prepare list for items needed, initiate procurement and follow their proper use.
Prepare and put log sheets, service schedules, pumping schedules and in place water discharge tracking systems at each pumping stations and monitor the implementation.
Collect and compile log sheets from each sites, produce activity progress reports and forward to WTO/SWTO as per the requirements and schedule.
Ensure daily availability of potable water meeting UNHCR minimum standards in each of the tap stands. Monitor and ensure well-functioning of the service reservoirs, distribution lines, and water meters and over all pipe networks starting from source up to final points.
Regularly assess the functionality and maintenance requirements of electromechanical parts, pressure and distribution lines, tap stands, water meters and other water supply systems.
Establish and train community based water management committees from beneficiaries, equip them with the necessary hand plumbing tools for maintenance, care & operation of the system. And design effective community participation, monitoring system and feedback mechanisms that enable beneficiaries to own and sustain the system.
Identify, train, supervise and manage community plumbers, water system operators/guards, water system care takers and volunteers
Daily supervise and monitor the performance, progress and daily assignments of water system guard/ Operators, and water system caretakers.
Any additional tasks assigned by supervisor
Requirements/Qualification:
TVT Diploma or University degree in Water supply system related electromechanical and plumbing works or similar field.
Skills Required
Minimum three years for Diploma holders or one year for first degree
Six month IRC internship service
NGO experience is a plus.
ADDITIONAL SKILLS REQUIRED:
· Basic computer knowledge (word, excel)
· Basic English spoken and writing.
· Good communication and interpersonal skills.
· Practical experience in Electro Mechanical maintenance & new accessories installation and plumbing technical works.
· Communication in local language is an advantage.
