Project Overview:
TRANSFORM:Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn supports Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM:PHC will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in these regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM:PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
Major responsibilities:
Develop annual implementation plans in collaboration with counterparts and partners at zonal level.
Organize, coordinate and facilitate training and follow up for staff of zonal health departments, woreda health offices or health centers.
Collaborate and coordinate closely with field officers from non- governmental organizations who receive grants from the Project.
Provide technical support to and contribute to annual woreda based planning.
Provide support to the organization and facilitation of review meetings at zonal or woreda level.
Support zonal health departments and woreda health offices in the use of HMIS for review and reporting on performance.
Assist zonal health departments and woreda health offices in conducting supportive supervision.
Conduct follow up activities to woredas, health facilities, and communities where required for program monitoring.
Collaborate very closely with other partners who provide support to the zones or the woredas.
Supervise the Cluster Team including program officers, program assistant, and drivers
Manger resources allocated to the cluster office
Document best practices and success stories regularly
Ensure the cluster program officers has a capacity to provide and follow up trainings all thematic areas of the project
Collaborate with the public sector to develop center of excellences in each of the thematic areas
Ensure the availability of sufficient number of trainers/facilitators per woreda
Prepare monthly program plans and budget for each thematic area
Prepare monthly, quarterly and annual program and financial report
Ensure the implementation and proper use of electronic data recording and reporting system
Masters Degree in Public Health or related fields.
Minimum 5 years relevant experience in family health (family planning, maternal, neonatal and child health) and in overall management of primary health care.
Experience in working with non governmental organizations is desirable.
Experience in managing and conducting training with participatory methods and experience in coordinating a diverse set of activities is essential.
Fluent in the English language and in one of the local languages of the areas of assignment is required.
Computer literacy required.
Ability to work as a member of a multicultural team is essential.
Must have integrity and pleasant personality.
Must be able to travel to project activity woredas and kebeles monthly and as per the need and must know the region of assignment well.
