Main duties & Responsibilities:
1. Emergency response project planning and implementation
· Design and develop emergency response project proposals and budgets to potential donors.
· Assist project/field teams to develop objectives and work-plans (weekly and monthly) for the respective project and ensure that all planned activities are met.
· Ensure that Concern’s emergency response project are of good quality and reaching national and international standards for performance
· Closely work with logistics and transport department to ensure the timely purchase and dispatching of project inputs and services as per project plan and budget.
· Provide technical support to project managers and relevant field teams and devise a timetable for implementation, monitoring and evaluation.
· Ensure that all lessons learned and recommendations made in previous evaluations are taken into account when developing preparedness, response and implementation plans and strategy.
· Develop the capacity of the national staff, especially at field level at every opportunity.
2. Financial Management
· Prepare budget for each emergency project and revision as necessary in collaboration with concerned staff.
· Monitor the under and/or over spending of project budget and take appropriate action on time.
· Ensure the utilization and management of budget in line with donor policies and procedures.
3. HR
· Participate on recruitment process of emergency staff at area office and project levels.
· When necessary and delegated, manage project staff appropriately according to the personnel manual.
· Support staff development through coaching and mentoring to enhance the capacity of project staff.
4. Reporting
· Compile weekly update, monthly, quarterly, and project end reports to Concern, government and donors.
· Provide brief internal monthly reports to South Area Coordinator
· Make sure that reporting schedules and feedback systems with field staff established and adhered
· Provide regular update to Addis based emergency unit
· Report any new developments, problems and challenges encountered in implementing emergency response projects in a timely manner to South Area Coordinator.
5. Networking
· Represent Concern at Woreda and zonal level coordination and other relevant local government meetings pertaining to the emergency preparedness and response and other meetings.
· Ensure good collaboration and participation of government and other relevant partners.
· Liaise with concerned government bureaux and/or departments at regional and zonal level regarding response plans, agreements, reports, training etc.
· Attend emergency coordination meetings at Woreda, zonal and Regional level when delegated and share meeting outcomes and information acquired from various meetings.
· Create appropriate links, working procedures and information sharing with the stakeholders.
6. Monitoring & Evaluation
· Prepare monitoring and evaluation plan for each emergency project
· Conduct frequent supervision and monitoring visits to emergency project areas and prepare and communicate the report to South Area Programme coordinator & other concerned staff.
· Ensuring that M&E plans are implemented with the involvement of relevant stakeholders.
7. Perform any other duties appropriate to the position and assigned by South Area Coordinator.
Education:
· Masters or Bachelor’s degree in Nutrition, Public Health or other relevant field of studies with 5years and 8 years relevant experience respectively in an emergency/development context;
Experience
· Minimum of four years NGO experience
· Management experience in wider emergency nutrition response programmes
· Experience of managing multi-sectoral teams
· Finance Management skills and some experience in donor compliances
· Good analytical, monitoring and evaluation skills
· Excellent ability to write good quality reports and proposals in English.
· Experience in nutrition related projects is advantageous
· The ability to work in teams/ isolated situation and stressful environments and under pressure meeting deadlines.
· Initiative and be able to work with minimal supervision.
