In Ethiopia GIZ has been implementing development programs on behalf of the German government for over 40 years jointly with our national partners. The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Further programs enhance the development of a sustainable textile sector and renewable energies. GIZ Energizing Development Ethiopia is looking for a qualified candidate as per the detail below:

Responsibilities:
A. Responsibilities:
The Community Mobilization Advisor is responsible for
· supporting the program office in planning, implementing and monitoring mini grid activities as per the agreed objectives, outputs, milestones and indicators defined in the program document;
· assisting project/programme initiatives to provide professional advisory services and cooperate with a broad range of target groups;
· assisting in coordinating, designing and leading strategic and technical work, dialogue platforms, working groups, among others, for impact and forward-looking community mobilization efforts;
· Liaising closely with justice sector actors and other local stakeholders to raise the awareness, sensitize and engage the community at the local level.
B. Tasks
1. Advising the partner institution(s):
The Community Mobilization Advisor
· assists the development and implementation of project/program plans and activities in close consultation with counterparts;
· cooperate with the Regional, Zonal, Woreda and community stakeholders;
· Motivate the community to collaborate with EnDev on development of MHP mini grids;
· Facilitating and advice the communities to register approved cooperative rules and regulations at the Regional, Zonal and Woreda level;
· Facilitating and advice on development of productive use of Energy;
· Facilitating and advice on community Capacity Development of Management, Maintenance and Operation (MMO) procedures and guidelines of mini-gird for the community based model;
· Facilitate and advice the cooperative/community in preparing sustainable business models for the mini-grid;
· maintain an overall good flow of communication and information between all involved staff and institutions;
· prepares and conducts training and other capacity building measures for partners involved collaborating with EnDev Ethiopia team;
· assists in the recording and writing of results in Community Mobilization;
· contributes to preparing and implementing the coordination process, joint; project/program activities and work at the regional level;
· develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives;

· supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/program environment and with other projects to improve and maintain good working relationships;
· communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/program;
3. Knowledge management:

4. Coordination tasks:
The Community Mobilization Advisor ensures knowledge transfer to project/programme information;
· assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation., Assist on monitoring, evaluation, communication and documentation;
· coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects;
· compiles the relevant information for joint activities and assignments;
· handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting);
A. Required qualifications, competences and experience:
Qualifications:
· A minimum degree in a development work related area (Social science, development studies)
Professional experience:
· at least 5 years’ professional experience in civil society mobilization, organize and conducts training to various stakeholders, partners, private sector operators and end users;
Other knowledge, additional competences:
· very good working knowledge of computer applications (e.g. MS Office);
· an entrepreneur who can see opportunities for the communities
· a moderator who understands technical barriers and find the best solutions for people
· fluent written and oral knowledge of the English language and local language;
· willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
