Background
The UK Department for International Development (DFID) is funding the forthcoming Invest Africa programme. The objective of the programme is to promote and facilitate foreign investments into light manufacturing, agro-processing and textiles in Ethiopia, Uganda, Kenya, and Rwanda. Invest Africa will work closely with potential investors, including through identifying initial investment opportunities, providing tailored guidance on the policy and regulatory environment, conducting financial analysis, and helping investors maximise the development impact of their investments. The programme will also provide targeted technical assistance to government and regulatory bodies to help overcome constraints on foreign investment, and will take a market systems development approach to catalysing the development of private sector actors in the investment facilitation market.

Description
Subject to successful contract award following the current tender process, the Ethiopia Country Lead will design the strategic approach for the programme in Ethiopia, and will be primarily responsible for implementation in partnership with our consortium’s Invest Africa Team Leader and Investment facilitation experts. The Ethiopia Country Lead will need to foster strategic partnerships with a diverse range of stakeholders, including international and local investors, government and regulatory institutions, private sector support institutions, local and international private sector investment advisory firms, and trade and investment promotion agencies based worldwide. The Country Lead will also need to work in close partnership with the UK Department of International Development, who will require consultation on all activities under the Invest Africa programme.
The Country Lead will work with the rest of the Invest Africa team to ensure programme interventions are designed and implemented in a flexible and adaptive manner, delivering maximum value for money within the available programme budget and prioritising the importance of lesson learning and effective risk management. Navigating the complex political economy of Ethiopia, liaising with international investors, and building the capacity of local staff and partners will all be key features of the role.
The Country Lead will report directly to the Invest Africa Team Leader and be accountable for delivering against the programme’s results framework. The Country Lead will also coordinate inputs from part-time sectoral experts, as well as working closely with the programme’s other full-time staff, particularly on monitoring and evaluation with the Results Measurement Lead. This position is full-time, and based in Addis Ababa. Our expectation is that the Country Lead would remain in position over the 7 year programme duration.
Responsibilities
We are searching for an experienced County Lead, who has at least 3 years’ experience managing teams of 5 or more and has managed a project for an external government client for at least 2 years. Candidates should have a background in investment facilitation, with experience structuring overseas investments in low income countries for multinational companies. Candidates who have worked in financial advisory services, strategic consulting, or commercial and investment law are preferred. All candidates should also have significant experience working in Ethiopia, ideally in investment facilitation and or the provision of technical assistance to Government Ministries, Departments and Agencies. Clear evidence of ability to manage stakeholder relationships and lead on high-level project partnerships is a must. Prior work with DFID would be beneficial, as would prior experience leading or working on a programme with adaptive management principles. Experience working on ODA-funded market systems development projects, or prior experience in conducting market systems analysis, would be advantageous. Demonstrated credentials in conducting political economy analysis, particularly with respect to the risks to foreign investment, would also be very beneficial.
