The MEL Officer’s major responsibilities are to:
· Manage survey implementation: Oversee data collection, ensure data quality, analyze data and write up well structured and error-free reports
· Support evidence-based management and decision-making
· Promote learning by sharing key learning issues related to program
The following describes these responsibilities in more detail:
Manage survey implementation: oversee Data Collection Ensure Data Quality & Analyze Data
o Survey design, testing and development to assess key indicators of program impact.
o Technical writing; development of training and instructional materials to support survey and field activities.
o Managing the translation of survey materials and ensure fidelity of translation.
o Create, disseminate, and support adaptation and use of standard templates and tools for key MEL deliverables;
o Provide training, coaching and feedback on data collection tools to ensure that field based staff understand/ know how to accurately collect data
o Manage the recruiting, contracting and supervision of data collectors and data collector supervisors, as necessary
o Oversee and ensure the collection and synthesizing of data from field staff for data verification, including regular visits to the field to support implementation of MEL activities;
o Date cleaning using STATA or other statistical package
o Consolidate, analyze and interpret survey results to develop narrative and reports for internal and external stakeholders; Review and analyze reports for impact evaluation;
Support evidence-based management and decision-making
· Work with project management to integrate MEL data into program planning and decision-making processes;
· Share analyses and trends with project team members to help synchronize program decision-making processes with M&E results;
o Work closely with the Project Managers, Field Manager, Senior Business Advisor, Business Advisors and all other direct project staff to help ensure that program work plans are on target to meet deliverables in a timely and effective manner;
o Work with program management staff to identify M&E needs and provide training, as appropriate.
o Ensure results are shared and flows transparently within the project team and to other organizational levels, as appropriate;
Promote learning by sharing key learning issues related to program and advance gender equity
o Supporting sharing of results externally, as required
o Prepare workshops/briefings on lessons learned
o Participate in TechnoServe learning networks
o Network with other relevant actors to promote knowledge exchange
Field Work
o Field testing of survey and other materials to ensure accuracy, fidelity of translations and regional and cultural relevance.
o Field supervision and quality coaching to ensure compliance and fidelity of survey and implementation activities against operating procedures and work plans.
o Bachelors Degree in business, economics, statistics or international development-related studies required;
o At least 5 years of professional experience with development research, M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework and other strategic planning approaches;
o Demonstrated experience in both qualitative and quantitative research
o Analytical skills, including analysis using STATA software and a working familiarity with other relevant software applications
o Demonstrated strong problem solving skills
o Very strong attention to details and commitment to high quality, error-free end products
o Online survey programming using SurveyCTO, ComCare or Salesforce will be advantageous.
o Ability to develop well written, cohesive analyses and reports quickly and efficiently;
o Strong analytical and financial analysis skills;
o Strong planning skills and experience working to strict time-guidelines;
o Excellent oral and written communication skills and project reporting skills a must; Fluency in Amharic and English required;
o Willingness to be based in Addis Ababa, and ability to travel to remote rural locations in Ethiopia.
