In Ethiopia GIZ has been implementing development programmes on behalf of the German government for over 40 years jointly with our national partners. The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Further programmes enhance the development of a sustainable textile sector and renewable energies.
GIZ-SURED (Sustainable Use of Rehabilitated Land for Economic Development 2018–2020) will be focusing on the economic development and sustainable utilization of rehabilitated areas.
GIZ’s global programme “Food and Nutrition Security, Enhanced Resilience” in Ethiopia is a component project of GIZ-SURED. Since 2015 this component project has been working on improving the nutrition situation of food insecure people, focusing on women of reproductive age and young children in Tigray region. Starting from 2018 the project will expand and implement its activities in further six project Woredas in Amhara region.
The project’s approach is to combine different agricultural and cross-sectoral measures to:

GIZ seeks an experienced and qualified Administration and Finance Officer to facilitate and manage administrative (finance, procurement) processes as well as contractual agreements for the Nutrition Sensitive Agriculture Project.

A. Responsibilities:
· providing administrative services for the program;
· meeting the administrative needs of the office independently, with a minimum of intervention;
· managing the support and administrative staff at the regional program office;
· Ensuring that GIZ financial and administrative standard and procedures are complied with.
B Tasks:
Coordination
· Contribute to the implementation of project coordination and planning processes
· Coordinate the design, preparation and implementation of workshops, seminars and other events
· Identify administrative bottlenecks and develops alternative management options
· Prepare financial statements, and analyse variance in the budget along with narrative description of budgetary implementation and advise the management on its implication together with choices
Administration
· Prepare ToRs for national and international consultants and ensure the timely finalization of the corresponding contractual agreements
· Initiate and follow-up on national and international procurement processes as well as financing agreements, service as well as local subsidy contracts
· Manage and coordinate outsourced audits of Implementing Partners (sub-grantees)
· Respond to queries from donors, sub-grantees and auditors and prepare the required documents, where appropriate, delegate tasks to other staff members
Finance and accounting
· Help prepare programme budget planning.
· Help monitor expenses in accordance with the budget.
· Manage and monitor the monthly accounting and financial plans.
· Check travel expense statements of staff for approval by the superior.
· Initial cash withdrawals for various projects.
· Check requests for funds before release.
· Perform other duties and tasks at the request of management.
Qualifications and Experience:
· University degree (BA) in business administration or equivalent.
· Minimum of 5 years professional experience in international finance and administration.
· Broad experience of management and administration.
· Good knowledge of the GIZ rules and regulations and of GIZ accounting software (i.e. WINPACCS and SAP) is an asset.
· Excellent knowledge in standard computer applications such as MS Office applications, in particular Excel.
· Proven experience in cash handling and balancing procedures.
· Capability of concise and coherent reporting along standard formats.
· Proven knowledge of English and Amharic language, written and spoken.
· Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
· Ability to organize and prioritize several tasks at the same time.
