IPE Global is currently tendering for UKAID’s flagship Invest Africa Programme, and we are looking for an experienced Ethiopia Investment Promotion expert to join our team.
Background
The UK Department for International Development (DFID) is funding the forthcoming Invest Africa programme. The objective of the programme is to promote and facilitate foreign investments into light manufacturing, agro-processing and textiles in Ethiopia, Uganda, Kenya, and Rwanda. Invest Africa will work closely with potential investors, including through identifying initial investment opportunities, providing tailored guidance on the policy and regulatory environment, conducting financial analysis, and helping investors maximise the development impact of their investments. The programme will also provide targeted technical assistance to government and regulatory bodies to help overcome constraints on foreign investment, and will take a market systems development approach to catalysing the development of private sector actors in the investment facilitation market.

Description
Subject to successful contract award following the current tender process, the Ethiopia Investment Promotion expert will provide technical assistance and capacity-building support to Ethiopian state, parastatal, and private sector apex organisations which facilitate investments. These could include (but may not be limited to) national and regional investment promotion agencies, relevant government ministries (e.g. the Ministry of Industry and the Ministry of Water and Energy etc.), and private sector support associations (e.g. the Ethiopian Chamber of Commerce). Technical assistance may be bespoke to individual investment transactions, or could be part of a broader policy reform initiative. The Ethiopia investment promotion expert will work closely with the rest of the Ethiopia team, and will report to the Ethiopia Invest Africa Country Manager, as well as our network of international expert promotion experts. This position is full-time, and based in Addis Ababa. Our expectation is that the role will be for the duration of the 7 year programme.
Key requirements
We are searching for someone with prior experience in delivering technical assistance and capacity building in Ethiopia, with deep knowledge of the Ethiopian investment climate, business networks, and rules and regulations (including tax). Expertise in Ethiopian customs, tax, exports, trade, enterprise zones, and export-focused value chains would be beneficial. Prior experience working on ODA programmes, or in market systems methodologies, would also be advantageous.
