In Ethiopia, under the child protection program, Save the Children is responding to ensuring child protection by prioritizing four areas of intervention: children without appropriate care, protecting children from violence, child labor and child protection system strengthening.
Save the Children Ethiopia has received grant from Save the Children Italy to implement a project entitled “Strengthening System for the Prevention and Response to Unsafe Child Migration” from Jan 2018 - Dec 2020. Building on the previous Children on the Move project in Amhara region (2014-2017), Save the Children will implement this project in Amhara regional state to further strengthen prevention of unsafe child migration in 30 new kebeles in the same targeted districts (Este, Dara and Adabet) of South Gondar zone. This project will also support coordinated response services for children on the move in transit towns, namely Hamusit town in Dara district within South Gondar zone, Gondar town and Metema district (10 kebeles) in North Gondar zone. The project will also support the capacity of Bureau of Women and Children Affairs (BoWCA), Bureau of Labor and social Affairs (BoLSA) and other stakeholders on psychosocial support through guideline development, and further adoption and scale up Save the Children’s Best Interest Assessment (BIA) tool and Best Interest Determination (BID) procedure at different levels.
The project aims at contributing to the protection of children who are at risk of unsafe migration and children on the move from abuse, exploitation and violence within improved child protection systems in targeted districts. This is mainly by focusing on improving access to quality prevention and response services, increasing the knowledge of children and communities on the risks of unsafe migration and strengthening adequate and responsive systems. The project is designed to specifically address unsafe child migration through targeting schools, community structures, children’s families and other key stakeholders. With direct prevention and response services, the project will reach to 10,620 Children and 7, 545 adults. Besides, the project targeted to reach about 7,500 children and 4, 500 adults with indirect services in those targeted districts.
Thus, this term of reference (TOR) is prepared to outline the purpose/objective,
The purpose of the baseline study is to set benchmark for the project indicators at objective and expected result levels in line with the logframe; inform the design and contextualization of the activities and tools that will be applied during the course of project implementation.
The baseline study is specifically:
1. To assess the existing legal frameworks, coordination platforms, mechanisms/structures that prevent and respond unsafe child migration in the intervention kebeles and schools, source districts as well as in transit and destination areas;
2. To assess existing case management systems, child protection mechanisms both formal and informal and referral frameworks at previously intervention woredas;
3. To assess and propose appropriate information management system at sending, transit and destination areas;
4. To explore community’s (children, parents and teachers) current knowledge, attitude and practices regarding unsafe child migration and other child protection concerns;
5. To assess the prevalence and extent of unsafe child migration in the sending communities of the project areas (in new intervention kebeles);
6. To assess the capacity of families, community structures and governmental/non-governmental bodies to prevent and respond, in the best interest of the child, to unsafe child migration;
7. To assess drivers of unsafe child migration in source districts, who are more affected (girls, boys and other aspects), who are involved in unsafe child migration, identification of vulnerabilities and the needs of children at risk of unsafe child migration and their parents?
8. To identify general perceptions, social norms, attitudes and behaviors of target groups toward irregular migration in sending, transit and destination communities;
9. To identify tools, channels and best practices that can be used in the framework of awareness and behavior change communication initiatives against irregular child migration
scope, and methodology to undertaking project baseline study.
· Minimum Masters Degree in Sociology, Social Work, Anthropology, Developmental Psychology, from a recognized institution. Team composition is highly valued.
· Experience in social science research and specific experiences on designing and conducting baseline studies in the child protection sector
· Experience on qualitative and quantitative research methods
· Preferably expert knowledge and practical experience on child protection issues in Amhara Region and/or connected with children migrations
· Specific knowledge of the consultant on the main governmental institutions involved in child protection and trafficking/smuggling prevention and suppression
· Knowledge and experience of using participatory methodologies
· Proficiency in computer skills, including use of appropriate and relevant software
· Experience of coordinating diverse teams and communicating with individuals/groups at all levels
· Strong analytical, presentation and writing skills in English language
· Available in May and June, 2018
