PROGRAM BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response. Currently IRC is operating in the Benishangule, Tigray, SNNPR, Oromia, Gambella and Somali regions on Emergency Response, refugees’ assistance and livelihood projects.
POSITION OVERVIEW:
Under the direct supervision of Senior EH Officer at Adama field office, EH Officer is responsible and focal person for over all implementation of Emergency WASH projects in planning, design, implementing, monitoring and supervision and contract administration of the IRC water supply and sanitation facilities construction and study activities including technical assessment for preparation of new project proposal that sub contracted to local contractors and consultants at Arsi and Bale Zone Intervention woredas under Adama field office for the USAID/OFDA/ECHO cost modification Emergency response to the required standard, principles and level of participation. The position also requires proper management of staff, skilled and unskilled labor, construction materials, equipment inspection and other resources under the program and reporting periodically to supervisors.
DETAILED RESPONSIBILITIES AND TASKS:
§ Conduct rapid and detail assessment using IRC’s rapid and detail Assessment checklist and Mechanism tools.
§ In collaboration with other team members, the EHO undertakes detail Environmental Health need assessments, prepares design & detail bills of quantities, budget estimates for the proposed project and forward to supervisor for review.
§ Prepares detail Environmental Health physical & financial implementation plan (like detail activity, spending and procurement plan) for the proposed project.
§ Organize data and information, Prepare and maintain records, documents and control plans for the monitoring of projects/ program implementation. Prepare monitoring tools and follow project activities as per the monitoring tools.
§ Prepare detail specification for items to be procured, link with logistics for order follow up and ensure its procurement are as per set specifications.
§ Initiate Purchase requests, follow up with supply chain team on the processes, track purchase request with their actual unit costs, and prepare payments for the completed activities according to IRC fin.
§ Monitor labor required towards implementation of different activities and ensure the proper implementation of the same as per set norms and standards of IRC Technical drawings..
§ Works in collaboration with IRC Hygiene Promotion Officers and team in promotion of safe hygiene practices in the project area.
§ Ensure proper application of IRC policies, and procedures in IRC field offices including donor regulations and government policies.
§ Ensure that activities and budget allocated for the community for EH/WASH activities will be implemented efficiently within the grant period and continue with no interruption.
§ Participate in any joint assessments and preparation of emergency plan with government partners, UN- Agencies and sister NGOs as assigned by supervisor and share the output.
§ Assist in facilitating monitoring and evaluation by IRC Management and technical team from Head, office, donor and government monitoring departments assigned by supervisor.
§ Participate in post intervention assessment of EH projects in consultation with Senior EH supervisors and/or coordinators.
§ Facilitate the handing over of finalized project activities on time to the concerned woreda authorities and WASHCos and keep follow up of the effective documentation done.
§ Establish/activate and train Water User Associations/water committees in health facilities and rural communities on basic care and maintenance of water schemes.
§ Monitor and ensure proper management by water committees in Operation and maintenance of the schemes.
§ Facilitate and ensure water quality testing conduct to all water supply schemes.
§ Work closely with the Woreda, Zonal and Regional Water, Health and Finance Offices for the improvement of WASH related Responses.
§ Prepare monthly implementation works plans and procurement plans to meet with donor grant period.
§ Prepare weekly and monthly reports and submit to the supervisor on the work progress of water supply activities.
§ Participate in task force meeting whenever required and submit timely report of the meeting.
§ Manage the human resource under his/her supervisee, conduct staff Performance evaluation under his supervision timely and constructively.
§ Inspect and ensure the required quantity and quality of construction materials are delivered to construction sites by the contractors and/or suppliers.
§ Evaluates and verifies contractors and consultants’ employee quality, performance through review of undergoing and completed work assignments and work techniques.
§ Coordinates activities by scheduling work assignments, setting priorities, and directing the work of contractors and consultants’ employees.
§ Ensure that all construction materials, tools/equipment and machineries are available for each work as per the specification quality and quantity.
§ Supervise and provide the required technical support at site level in rehabilitation and/or new construction of water supply facilities (including motorized borehole, shallow wells, and Roof rain water harvesting system construction/rehabilitation works to community and health facilities.
§ Supervise and provide the required technical support to construction of sanitation facilities (, household latrines and institutional latrines).
§ Inspects all WASH construction works and make on time correction and rectification actions to defected constructions.
§ Undertake on site take off measurement to all executed construction works and prepare detail BOQ and payment documents etc. based on contract agreement and other agreed conditions.
§ Ensure that projects are completed on schedule, according to contractual conditions, within budget, and with adherence to high standards of quality construction.
§ Prepare completion reports and as built drawings of completed water supply and sanitation facilities and report it to his/her supervisor.
§ Prepare scheme detail profile or data and keep recording the necessary information such as GPS, discharge, distance from woreda town, well history, beneficiaries, other NGO working in the area, partners involvement, community participation………).
§ Assist Capacity building assistants in scheme handover and community sensitization whenever required.
§ Follow proper safety procedures and ensure safe working environment and take action before any health or safety risk occur.
§ Takes additional works as assigned by supervisors.
QUALIFICATION & EXPERIENCE:
§ 6 years of relevant experience for diploma holders in water supply engineering, hydraulic engineering or related engineering fields.
§ At least 4 years of experience for first degree holders and 2 years of work experience for MSc holder. Experience in managing from big to small scale water supply system schemes, sanitation facilities design in the rural community and having good knowledge of project management.
§ NGO experience is preferable on the area of WASH.

§ Experience of Engineering Software (Watercad, Epanet and Auto CAD etc).
