Scope:
The Water Technician Officer will based at May-Ayni Refugee Camp to provide technical supports and cascaded trainings to for plumbers generator operators and incentive workers
Responsibilities:
Major/key responsibilities of the Water Technical Officer, among others are:
1. Operation and maintenance works
· Collaborate with Senior Water Technical officer in preparing overall water related works (planning, implementation and monitoring) of the camp
· Lead operation and maintenance and troubleshooting of electro mechanical parts of the water system
· Install generators and pumps in the camp and for local communities where there is demand and approved budget
· Raise procurement requests for necessary material and equipment required to carry out water related operational and maintenance activities
· Prepare and put log sheet schedule for service and pumping time at each bore hole in visible place
· Ensure availability of fuel and lubricants for running of pumps at pumping stations for daily operations and ensure reasonable contingency at generator house
· Conduct draw down test once per month at each BH to monitor performance of wells
· Ensure all generators have enough buck up for fast moving items
· Mobilize water system care takers/generator operators/plumbers to avert problems encountered in relation to generators, pumps and pipelines
2. Supervision of water system guards/generator operators/plumbers
· Serve as main technical focal person for May-Ayni Camp on electro-mechanical equipment handling, equipment specification and data base handling in the water system.
· Provide technical guidance and support to plumbers, water system guards and operators on operation and maintenances of generators for the camp on need base.
· Ensures neat records of water system equipment and tools along with clear specifications (Serial No, models, make and capacity) are available in the camp both in soft and hard copy.
· Raise Personnel Requests for vacant post under his supervision
· Develop and share clear work schedules with water system guards/generator operators/plumbers that work at boreholes/boosting stations and distribution lines
· Collect and follow attendance sheets for all staff under his supervision
· Provide clear and non-overlapping tasks for water system guards/generator operators/plumbers
· Assist generator operators/plumbers/guards set their Key Performance Objectives (KPOs)
· Conduct quarterly assessment and evaluation sessions with water system guards/generator operators/plumbers
· Make close follow up on accomplishment of generator operators/plumbers/water system care takers/guards and give feed backs
· Conduct bi-annual and annual Performance Evaluation (PE) for water system guards/generator operators/plumbers under his direct supervision
· Develop fair and equally serving time schedule for generator operators/plumbers/water system care takers/guards
5. Capacity Building Trainings
· In collaboration with Senior Water Technical Officer Senior water technical officer develop standard training manuals for quarterly refreshment training for water system care takers/Plumber and generator operators
· Identify major gaps and training demands of water system guards/generator operators/plumbers under his direct supervision
6. Reporting
· Report progress of activities and achievements on monthly basis using necessary formats to supervisor (Camp Manager and Senior Water Technical officer) before deadline
· Collect and compile log sheets from each generator at May-Ayni and report them to next supervisor (Camp Manager and Senior Water Technical Officer) as per the designed formats on monthly basis
· Check monthly balance of stocks from monthly ware house report and ensure availability of reasonable stocks of spares of critical and fast moving items
7. Requirements
· BSC/Diploma in Electro-Mechanical/Electrical/Mechanical Engineering from recognized university/college/TVET
· A minimum of six years for diploma holder,4 years for first degree holder of proven experience in areas of generator installation, generator servicing and maintenance, pump installation and servicing, plumbing and related water works and NGO experience is a plus
· Very good communication skills (verbal and written) in English language. Knowledge of local language is an advantage.
· Working under stressful conditions and ability to prioritize among urgent tasks
