VIS-Volontariato Internazionale per lo Sviluppo is an International NGO based in Rome, Italy and accredited by Charities and Societies Agency of Ethiopia as a Foreign Charity. VIS operates programmes of international co-operation with particular focus on education, technical and vocational training, social inclusion of vulnerable groups; development of local communities; as well as sensitizing the Italian public on issues of solidarity, human rights and the right to development.
VIS Ethiopia is seeking a candidate for the post of Job Placement Officer (JPO). The JPO will be working in the project titled: “Job Creation for Potential Migrants in Addis Ababa”.

Brief Description of the Project:
Overall Objective: To contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.
Outcome: To establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially youths and women, in Addis Ababa by strengthening the capacities of local Technical and Vocational Training providers and promoting Public Private Partnerships (PPPs) in strategic economic cluster.s
iOc 1: Improved access of beneficiaries to TVET and employment opportunities through the promotion of partnerships among TVET service providers and the private sector. iOc2: Improved capacity of selected industrial clusters to create additional job opportunities with a special focus on the promotion of decent work.

Target Groups: 1500 Potential Migrants (PMs), returnees and 200 refugees in 4 sub-cities (Addis Ketema, Arada, Kirkos and Yeka); Public Employment Services (PES) staff in 4 sub-cities; 4 TVET colleges (Lideta, Misrak, General Wingate and Don Bosco); 3 Private companies (EIFCCOS, METEC and MISAK).

Main Duties and Responsibilities of JPO include, but not limited to, the following:
§ Provide all the necessary support to the Project Manager and Program Manager to ensure the implementation of the project in accordance with the terms and conditions specified by the donor and implementing partners;
§ Actively participate in the development and implementation of weekly and monthly action plans to meet the objectives of the project;
§ Establish and maintain professional working relationships with the donor, the lead organization (PIN), other implementing organizations and relevant government authorities;
§ Conduct regular monitoring visits to relevant project sites as per VIS’s standards;
§ Prepare weekly updates and reports to the Project Manager;
§ Support the Project Manager and Program Manager in gathering data that will facilitate the implementation of the project effectively and efficiently.
§ Actively follow up and support the beneficiaries to properly attend the short-term trainings.
§ Facilitate the placement of trained beneficiaries in relevant private companies, clusters and MSEs through creating smooth working relationships.
§ Arrange meetings and organize workshops;
§ Contribute to revision and updationg of data to generate accurate and up-to-date information.
§ Maintain regular contact with relevant international and local NGOs as well as government offices in order to establish good networking and partnerships so as to enhance current and future development endeavours.
§ Assist with feasibily studies for scaling up the programme if required;
§ Support in the preparation of purchase requests and subsequent procedures; and
§ Carry out any other duties that are related to the position.
Essential Qualifications, Skills and Abilities required:
§ First degree or further qualification in International development, education, sociology, psychology, business management, business administration, or any other relevant field of study;
§ At least two years of work experience in NGOs or in similar positions (in the areas of TVET, local development, promotion of partnership with private sector, youth employment, women empowermwnt, migration, or education) will be considered an asset;
§ Excellent personal and public communication and negotiation skills with all types and levels of stakeholders;
§ Ability to take the initiative, multi-task, prioritize work and meet deadlines;
§ Proactive and self-motivated;
§ Very good representation and diplomacy skills;
§ Willingness to travel and work long hours when necessary;
§ Ability to maintain a high degree of professionalism in the face of highly emotive and stressful situations; and
§ Very good language skills ( both English and Amaric)
