Purpose of the
SNV Ethiopia implements WASH programmes across two broad themes: 1) Rural WASH and 2) Urban and peri-urban WASH. For rural sanitation, the aim is to improve access to and encourage correct, consistent use of household sanitation and hygiene facilities to help Ethiopians gain sustainable access to improved, affordable sanitation and hygiene, and ensure that people live in open-defecation free (ODF) environment. For urban sanitation, SNVs work includes being a market facilitator to help Ethiopians to set–up services for human waste management through collaboration between the public, private sectors and communities. Current programmes include five WASH projects in different regions, zones and woredas, funded by various donors such as DFID, USAID, AFAS Foundation and Woord en Daad. There is also a project entitled as WASH for Trachoma Elimination (WASHTRA) in five Zones of Oromia region.
The WASHTRA project aims to reduce the prevalence of Trachomatous inflammation– follicular (TF) to <5 % through sustained change in facial cleanliness and handwashing practices of the community; use of improved sanitation and integration/mainstreaming of trachoma and WASH interventions in 12 woredas in 5 zones of the Oromia region by 2020.
SNV is seeking applicants for a BCC Advisor for the Fred Hollows Foundation (FHF) funded Project implemented in Oromia region. The BCC Advisor will be in charge of overseeing behavior change /demand creation activities at community level through Health Extension Workers (HEWs) and other structures to increase demand for low-cost, quality WASH products and services, with a focus on sanitation to eliminate Trachoma.
Key responsibilities:
Project design, planning and reporting
· Lead formative research to include a situational analysis of the target communities to identify the barriers, enablers, influencers, channels and opportunities for behaviour change;
· Lead the development of an evidence-based BCC strategy based on the situational analysis;
· Lead the technical design of project interventions and development of technical guidance and BCC tools for program area and regional partner staff;
· Lead the implementation of the BCC strategy and monitor and refine the strategy based on feedbacks;
· Coordinate and lead the planning, implementation and reporting of the WASHTRA Project – increasing demand for improved WASH product and service in Oromia region;
· Build the technical Capacity of woreda sectoral office staff , HEWs and the SNV Woreda/Community Promoters using proven approaches, and according the national /regional strategy, to promote demand creation for improved sanitation and hygienic behaviour;
· Support the management of project activities and the woreda based Community Promoters on BCC;
· Ensure a smooth working environment and teamwork within SNV Ethiopia, the respective field staff and government partners;
· Ensure that respective monthly/quarterly/biannually/annually reports are meeting required quality and deadlines set by the PM internally and externally by the donor/FHF
Project Implementation
· Oversee behaviour change/demand creation activities related to expanding key hygiene behaviours at home, school, and health facilities with focus on Trachoma elimination;
· Provide strategic, technical, and managerial BCC guidance to the Project;
· Build local capacity of government staff in the design, implementation and evaluation of BCC programming;
· Ensure quality project delivery at all levels of the project cycle management;
· In consultation with the PM and in line with the SNV scope of work (SoW); engage in the preparation and monitoring of detail fiscal and financial plans;
· Ensure that all people, regardless of gender, benefit from, and are empowered by improved water and sanitation services, and hygiene practice.
Capacity Building
· Implement and supervise capacity building for the sub-national government structures in a strong collaborating with the regions sectoral departments to tailor a package of support based on their needs in WASH, One WASH National Plan (OWNP) and NTD planning, budgeting, coordination, implementation, monitoring, and reporting;
· Test, implement and document service delivery approaches for end of value-chain services like faecal sludge management and re-use and strengthen supply-side financing opportunities through financial institutions;
· Ensure the quality and timeliness of all deliverables indicated in the PIP document.
Coordination and stakeholder development
· Provide system strengthening advice to government staffs, coaching for results and support to the Water, Sanitation and Hygiene (WASH) thematic area to institutional development and performance management in the woredas and kebeles;
· Seek opportunities for different kinds of partnership for enhanced quality program implementation and leveraging with WASHTRA at kebele, woreda, zone and region;
· Engage in the WASH sector platforms and networking at woreda, zone and region relevant to the project; Work closely with the Woreda NTD Team, support linking the woreda NTD coronation forum with that of the zonal and regional effective coordination, information sharing and project implementation;
· Build smooth and strong partnership in a holistic manner and represent SNV with relevant regional, zonal and woreda and other development partners and in particular with FHF;
· Contribute in making the WASHTRA a flagship project for SNV and FHF in the respective woredas, zones and region;
Business Development
· Identify and advice the PM on potential and new opportunities including donors for resource mobilisation or business development which is aligned to SNV sector strategy;
· Provide the business development team with relevant WASH information which could be helpful as an input;
· Actively contribute in the development of Concept Notes and Proposals Development;
· Involve in the pre-preparations and commencing new WASH projects in the country.
Knowledge Management, Learning and Innovation
· Periodically collect information good practices on WASH sector more specifically at the kebele, woreda, zone and region to gain institutional knowledge;
· Advice and support the PM in rolling out of evidence and tools developed;
· Inform WASH knowledge agenda to the PM, in line with direction set by the WASHTRA project/SNV implementation modalities and donor requirement/FHF;
· Support the development of case studies and report to the PM to be disseminated to larger audience/stakeholders including GoE, FHF, SNV global and other NGOs working in the WASH sector;
· Capture lessons learned, stimulate internal and external knowledge exchange and suggest ways how to translate this into practice and report to the PM;
· Perform other duties as assigned by the PM and WASH sector Lead.
Monitoring and evaluation
· Monitor project implementation processes, coordinate evaluations, share learning’s and document best practices; ensure project learning and achievements are documented;
· Prepare and submit periodic narrative and financial reports in a timely manner according to SNV’s and FHF requirements;

QUALIFICATION & EXPERIENCE
Education: Master degree in Public Health, Environmental Health, Business, Management, Economics, Finance,Marketing or any relevant fields.
Experience:
At least ten (10) years of experience in marketing, private sector development or behaviour change communication.
·Excellent facilitation and communication skills both in Oromifa, Amharic and English;
·Proven experience in undertaking activities aimed BCC and Capacity Building of government staff and institution to effectively construct, manage and maintain WASH services;
· Demonstrated organizational skills and a strong track record in meeting deliverables and donor deadlines;
· Strong English communication skills, both interpersonal and written;
· Strong data analysis and reporting skills;
· Commercial drive and quality orientation;
· Competent and motivated;
· Ability to work independently and under stressful conditions;
