ROLE PURPOSE:
To synchronise overall SCI Afar region CMAM/Nutrition program planning, implementation monitoring and reporting functions across target Woreda and regional stakeholders for successful achievement of project objectives.
Scope of Role: In collaboration with Senior Health and nutrition project manager and regional Sector partners, the role holder is expected to coordinate and guide Woreda level CMAM teams [CMAM officers, OTP nurse, SC nurse, TSFP officer, MNT officer, IYCF officer). The incumbent is also expected to routinely facilitate regional level supply of therapeutic nutrition commodities, drugs, MHNT Kits, IEC/BCC tools as well as ensure availability logistics and facilities required at Woreda level for effective and efficient accomplishment of SCI and project mission. Leading zonal and regional level technical training, progress reviews and organizing joint supportive supervision tasks fall under the scope of Regional coordinator role.

KEY AREAS OF ACCOUNTABILITY:
· Leading Regional and Zonal Detail CMAM implementation plan (fiscal and budget plan), procurement plan and capacity building training plan preparation and approval
· Facilitating regional/Zonal level kick off and close out workshop
· Facilitating regional MOU development and roll out to respective signatories and target areas
· Coordinating Zonal level; CMAM sites start up assessment, site selection/prioritization and beneficiary selection
· Coordinating Zonal and regional therapeutic and supplementary commodities, drugs and NFI needs
· Coordinating requisition, storage, transport and utilization of CMAM related commodities and supplies
· Fostering productive and collaborative environment with stakeholders and project staffs through continuous engagement.
· Ensuring integration of SCI quality bench march standards in CMAM service provision at all levels
· Oversitting CMAM reporting and writing regional CMAM progress reports, updates
· Ensuring strict recording, reporting and documentations practise across CMAM components (SC, OTP, TSFP and IYCF).
· Facilitating Zonal/regional level CMAM project planning, review and social mobilization sessions and events
· Facilitation interagency program and project integration, service linkage
· Representing SCI in different regional nutrition platforms.

Child Safeguarding Responsibilities
· Ensure all staff, partners and any representatives of Save the Children are aware of the child safeguarding policy, hub office risk assessment is conducted and mitigation plans are addressed, local procedure is established and all raised concern appropriately responded, and attend Hub and country office focal point meetings.
Safety & Security focal person Responsibilities
· Collect and circulate appropriate security information through the NGO Forum security mailing list and other modes of communication. This is a full-time role during a security incident
· Collect and manage security information for SCI, including contact information and Office/residence locations.
· Oversee the development of maps of office locations and security incidents.
· Develop and standardize “good practice” checklists for priority threats and share relevant security resources.
· Facilitate Security briefings
· Help to ensure that all new SCI staff is conversant with relevant security protocols
· Represent regional meetings with UNDSS, NGOs other external stakeholders and advocate NGO security challenges and needs
· Detect and analyse changes to local security environment
· Monitor security equipment to ensure proper functioning (e.g. fire extinguishers, first-aid kits, etc.),
· Provide immediate support and co-ordination during and after a security incident involving the MFI and MFI staff
· Report security incident to appropriate parties as per the policy,
· Ensure every member of staff takes on-line security training wherever possible,
Staff Management, Mentorship, and Development
· Ensure and manage appropriate staffing within area of responsibility
· Ensure all direct reporting team have accurate and up –to- date JD
· Sets standard and agreed performance objectives for all direct reports
· Conducts at least 6 One-to-ones on monitoring meeting in a year and have documents as evidence
· Conducts midterm performance review at midyear for direct reports
· Conducts end line performance evaluation for direct reports, documents and submits to HR
· Ensure all new recruited staff gets Fraud, SS and Child safeguarding training and monitor the progress
· Ensure staff submit accurate time sheet on monthly basis on time
· Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
· Manage the team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
· Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
· Manage the performance of all staff in the program operations work area through:
· Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
o Effective and timely management of poor performance
o Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans
· Perform any other activities based on Line manager’s assignment

QUALIFICATIONS AND EXPERIENCE
· First degree in Public health, nursing, nutrition with four years of relevant experience on CMAM programming/health and nutrition
EXPEREINCE
· Hand on skill and experiences on CMAM programming and service provision
· Strong leadership, team building and problem solving experiences in resource limited/remote environments
· Positive work experience with government PHCU, Health and FSL, WFP, DPPO sector offices
· Good understanding of Afar community culture, communication and decision making structures and norms
KNOWLEDGE SKILLS AND ABILITY
