Organizational Context and Scope
The International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa is looking for a qualified candidate to fill the position of Durable Solutions Senior Assistant who can firmly support the organization’s expansion of durable solutions program. The incumbent will be under the general supervision of the EPC Program Coordinator and the direct supervision of the TRD National Program Officer. IOM SLO is supporting the Government of Ethiopia’s (GOE) efforts to assist and protect IDPs, as well as to progressively attain durable solutions. With respect to durable solutions, IOM in collaboration with other humanitarian actors initiated discussions on protracted IDP caseloads with the Somali Regional State. As a result, the Somali Durable Solutions Working Group (DSWG) was established under the leadership of the Disaster Prevention and Preparedness Bureau (DPPB) in 2014. Currently, IOM plays an instrumental role in progressing discussions on durable solutions in the Somali region by co-chairing the DSWG and providing technical assistance. As the importance of facilitating achievement of durable solutions dramatically grew across the country due to a massive volume of IDPs, IOM aims to expand its durable solutions program to Afar, Gambella, and Oromia.
Responsibilities and Accountabilities
1. Draft terms of references for the establishment of the regional DSWGs in Afar, Gambella, and Oromia;
2. Support the Transition, Recovery and Durable Solutions (TRD) team’s efforts in planning and organizing regional-level DSWGs in Afar, Gambella, and Oromia;
3. Identify relevant regional agencies to be included in the working groups; liaise with stakeholders including local government officials and other humanitarian and development actors in the regions;
4. Assist in conducting capacity building training for members the DSWGs in Afar, Gambella, and Oromia;
5. Support IOM’s technical assistance to the existing Somali DSWG if requested;
6. Co-chair the DSWG meetings and collect and distribute communications related to operations of the working groups;
7. Assist the TRD’s efforts in maintaining close and constructive working relationships between IOM SLO and DSWGs;
8. Cooperate with other TRD members’ research and assignments related to durable solutions in the regions of responsibility if requested;
9. Regularly update progresses of discussions during and general performances of the DSWGs to SLO TRD; share outcome with SLO and stakeholders of the DSWGs;
10. Collaborate under the supervision of TRD National Programme Officer with Durable Solutions Data Management Assistant and Durable Solutions expert to assist the TRD in better informing durable solutions efforts at a regional level
11. Provide inputs into the TRD’s future planning and organization of a national durable solutions coordination mechanism based on lessons learnt from his/her experiences of launching and co-chairing the regional forums

Required Qualifications and Experience
Education
University degree in Social Sciences, preferably political science, business management, sociology, social work and other related fields from an accredited academic institution;
ExperienceLanguages
Thorough knowledge of spoken and written English and Amharic.Knowledge of other local languages

· Proven excellent analytical, recording, report writing, and documentation skills; High level of typing accuracy and speed

· Analytical skills - ability to interpret information, identify and analyse information and other project data;
· Thorough understanding of migration, internal displacement, and forced displacement;
· Knowledge of existing policies and protocols used by IOM, UN agencies, and donors;
· Ability to sensitively manage conflicting needs and agendas;
Able to work with a minimum level of supervision;
