Program Description
The Feed the Future Ethiopia – Livelihoods for Resilience Activity is a five-year USAID-funded project running from December 5, 2016 through December 3, 2021. The Livelihoods for Resilience Activity supports PSNP households to build resilient livelihoods with improved food and nutrition security, even in the face of shocks and stresses. The project works closely with the livelihoods component of the Government’s Productive Safety Net Program (PSNP), and targets PSNP households in 27 woredas of Amhara, SNNP, and Tigray regions. The purpose of Livelihoods for Resilience is to enable 97,900 chronically food insecure households to graduate with resilience from the PSNP.
Learning agenda
Collaboration, Learning and Adaptation (CLA) are at the heart of the Livelihoods for Resilience Activity. The project’s very design builds on the learning from the Graduation with Resilience to Achieve Sustainable Development (GRAD), and seeks to learn further in order to further refine both the design and the implementation approach, for greater resilience impact. Key learning agenda topics are related to the key themes of the project: resilience, women’s empowerment, financial inclusion, and youth empowerment, with an additional question on project layering and sequencing as a reflection on some of the project’s implementation approaches and contexts.
Specific objectives of the Assignment
The objectives of this assignment are to:
For each of these, the CLA Consultant is expected to be a thought leader, and to include his/her own analysis, but also to encourage and incorporate feedback and reflection from members of the relevant CLA teams.
Deliverables: The Consultant will produce and deliver the following:
1. Detailed scopes of work, likely to include, but not be limited to:
Scope of work topics may be changed at the guidance of the Chief of Party/Deputy Chief of Party, as the CLA plan evolves over time. These scopes of work will include proposed methodologies, schedules, consultant requirements, etc.
2. Consolidated, high-quality feedback on inception reports, study methodologies, questionnaires.
3. Regular updates and learning briefs on CLA activities.
A task order will be created for each discrete job, with an estimated number of days associated with each task.
Time-frame: The complete set of tasks to be performed under this contract are expected during the period June, 2018 – June, 2019, with the possibility of extension. The consultant will provide up to 150 days of work during the 12 month contract.
