We are currently seeking qualified candidates for the position of Senior Technical Advisor-Data Use and Human Capacity Development (HCD) for an anticipated Electronic Information Systems project in Ethiopia.
Project Summary
This activity is expected to improve the collection and use of high quality routine information in the health sector, contributing to improved quality, efficiency, and availability of primary health and nutrition services at all levels. The ultimate objective is to assist the Federal Ministry of Health (FMOH) - Ethiopia rollout electronic modular components required to create a robust health information system for analytics and decision making.
Primary Responsibilities:
· Provide technical leadership in design, development, planning, and implementation, of capacity-building and data use plans in health information systems in Ethiopia working closely with different stakeholders.
· Support the development of a data use culture in Ethiopia’s health sector, working closely with stakeholders in the Data Use Partnership.
· Lead partnership and capacity strengthening non-formal education needs identification; lead identification, adaptation and development of technical guidance, training designs, and other non-formal educational tools that support partnership and capacity strengthening in electronic health information systems in Ethiopia. This may include face-to-face trainings as well as development of guides and curricula, e-learning, blended learning or other forms of learning products.
· Working closely with members of the consortium, the Federal Ministry of Health and the Data Use Partnership and other stakeholders, identify training priorities in health information systems in Ethiopia.
· Contribute to the development of lessons learnt and apply these lessons to modify and improve the system. This includes support to project staff for presentations at conferences and publications in peer-reviewed journals.
· Ensure that learning products are designed, presented and applied for effective performance support.
· Identify, develop and implement smart human capacity development platforms.
Essential qualifications and experience:
· Master’s in Public Health, or a related field and a minimum 6 years professional experience with proven track record supporting human capacity development and use of health data
· Strong analytical skills and ability to develop a learning agenda that produces consistently high quality documented outputs, as an individual and as part of a broader team
· Deep understanding of adult learning theory and practice
· Experience developing training and learning content across multiple modalities, including face-to-face training, curriculum guidance and e-learning
· Understanding of the Ethiopia health system will be an added advantage
· Excellent written and verbal communication skills in English
