Job title: Emergency WaSH project Manager
Reports to: WaSH coordinator
Required No: 2 (Two)
Duty station: Dheka Suftu/Filtu and Kersdaula Woredas
Duration of contract: 6 months.
Job Purpose:
The purpose of the Emergency WASH project manager position is to ensure emergency WASH projects are implemented effectively and professionally as per the standard design, specification and guidelines of the project. To ensure the Emergency WASH project is implemented in line with project proposals and plans on time ensuring quality and adherence to national, international and Concern guidelines To ensure effective participation in and ownership of the project by communities and stakeholders through liaison, coordination and communication among Concern’s WASH program staff, communities/beneficiaries and other stakeholders for sustainable program results and outcomes.
Duties and Responsibilities:
· Coordination and networking
Ø To participate in coordination meetings with IP’s and local government authorities
Ø Establish good working relationships with Concern staff, government bodies and other stakeholders
· Technical Support and Facilitation
Ø Manage and oversee all the Emergency WaSH project in the specified woreda
Ø Ensure strong project management of all E-WaSH interventions so that projects are designed and implemented on time, within scope and budget and achieve high quality outputs.
Ø Participate and take part in needs assessments and produce detailed technical reports related to WaSH activities.
Ø Provide close follow up and supervision of the Emergency WaSH project implementation (activities, budget and project documentation)
Ø Provide technical direction and ensure high technical quality of projects
Ø Give regular technical support and on the job coaching to WaSH officers/hygiene officers based at project areas in preparation of detailed work plans, technical drawings, bills of quantity, procurement plan and bid documents for the implementation of WaSH projects
Ø Ensure that cross cutting issues are mainstreamed into E-WaSH programmes
Ø Prepare WASH standard drawings and bills of quantities as needed
Ø Provide capacity building to WaSH staff at all levels
· Planning, Reporting and Accountability
Ø Manage the budget in accordance with the agreed plan
Ø Contributing to the preparation of internal and external reports
Ø Prepare weekly, Bi-weekly, monthly, quarter reports of project progress on time.
Ø Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.
Ø At all times adhere to policies and guidelines of Concern.
Ø Give technical support to the field staff on mainstreaming gender, protection, accountability, HIV/AIDS, inequality and DRR in the implementation of WaSH and Infrastructure activities
· Additional Duties
Ø Perform other duties assigned by the line manager for the accomplishment of program objectives.
Qualifications and Experience Required
Ø BSc. in Hydraulics, Sanitary or Water Resource Engineering from recognized university.
Ø Five years relevant work experiences in WaSH activities at community, health institutions and schools both for emergency and development settings
Ø Appropriate technical skills training and computer software; practical knowledge of Autocad is a must.
Ø Excellent written and spoken English and Somali language.
Ø Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic manner.
Ø Experience implementing Emergency WaSH projects an advantage
