Overview of the Role:
The role of Impact & Learning Officer will involve: (1) developing, refining, and implementing a monitoring & evaluation framework for a Camara education project; and (2) working on behalf of the CEL (Camara Education Ltd) Education Department to ensure that the monitoring & evaluation process for the product life cycle is fully and properly implemented.
You will have a proven track record of undertaking monitoring & evaluation activities within projects and programmes, ideally within education. You will have excellent communication and planning skills. You should also have knowledge or experience with the research process, including research methodology, data collection tools design and development, data collection, analysis, reporting writing, and dissemination. Experience working with both quantitative and qualitative data is a must.

Responsibilities:
Design, develop and implement a M&E framework for the Camara Ethiopia education project:
Develop a project M&E plan, Results Framework, workplan, and data collection tools;
Plan and conduct data collection in participating schools;
Conduct data analysis on gathered data;
Contribute to project reports;
Maintain project database and Results Framework to ensure data is available and up-to-date.
Assist the Project Manager and Education Officer in school support, where necessary.
Organise and lead lessons learned/reflection meetings.
Train data collection staff in data collection and M&E methodologies where necessary.
Gather relevant external data to assist in project learning.
Assist in the development and implementation of Camara’s product life cycle M&E process.
Work with Global Impact & Learning Manager and Global Impact & Learning Officer to engage with I&L stakeholders across Camara network
Report on a weekly basis to key Camara staff on progress.

Qualifications:
Bachelor’s degree in relevant social science subject (e.g. Economics, Politics, Education, Statistics), Master’s degree in relevant subject preferable
Experience:
3 years+ monitoring & evaluation experience (ideally in education)
Experience working with and for international NGOs and donors in developing country
Experience with digital data collection tools (e.g. ODK)
Experience using statistical software (e.g. Excel, SPSS); ability with R or Python a plus
Key Competencies:
Strong analytical skills, including ability to analyse both qualitative and quantitative data;
Strong research skills;
Strong ability in drafting report and summarising;
Understanding of the ICT in education needs across East Africa;
Understanding of the primary and secondary education context;
Excellent communication skills to establish and maintain positive working relationships with schools, partners, government, staff and key stakeholders;
Personal commitment to organisational excellence – displays honesty, integrity, and a strong sense of ethics in all decision and actions;
Is resilient – remains calm and deliberate under conditions of stress;
Excellent oral and written communication in English
Experience working under limited supervision

Willing to travel within Ethiopia
