ROLE PURPOSE:
The position holder (PH) will lead the integration and streamlining of gender and in particular women into USAID’s Building the Potential of Youth program’s activities through the development of youth empowerment frameworks and guidance. Further, the PH will provide technical assistance to the regional teams with the aim of improving impact and quality for lasting change for young women and men. The PH is principally responsible for the execution and monitoring of the approved gender integration plans, and women empowerment strategy and activities. The PH works hand in hand with other technical and monitoring specialists and six local implementing teams to ensure the national, regional, woreda, and kebele level activities are being implemented and the objectives of women empowerment and employment are reached.
KEY DUTIES & RESPONSIBILITIES
· Provide technical support in integrating gender equality and female empowerment strategies across the three intermediate results;
· Provide high quality technical assistance to the POTENTIAL team members in integrating gender in the development, implementation and monitoring and evaluation;
· Analyze the situation of youth from a gender perspective, using credible reports, studies and statistics, including information from young women and men and organizations working on gender and/or youth, and produce analytical thematic strategies in order to ensure high quality, innovative activities, including direct interventions, policy work, advocacy and popular campaigning;
· Advise the POTENTIAL team members on youth and gender equality, particularly in conceptualizing interventions and managing youth and gender components which include planning, budgeting, implementation, monitoring, reporting and documentation and evaluation;
· Liaise with POTENTIAL team members to revise the current youth livelihood reference guide using learning and experience on gender and in particular women integration activities;
· Develop gender integration strategy document and learnings for implementation teams and TTI’s and provide capacity building;
· Maintain a database of information on youth/young women that are essential to youth programming for gender equality such as researches, statistics and information about policies, programs, services, networks, trainings, and capacity building resources and opportunities;
· Undertake substantive monitoring, documentation, reporting and evaluation, including field visits, analysis of partner reports, external assessments and evaluations, and feedbacks from credible informants;
· Lead the development and dissemination of robust evidence base of assessments and practice relating to gender equality;
· Work intensively with regional implementation teams to increase young women’s access to YES service centers and follow up on the implementation of gender/women strategy;
· Support regional implementation teams to increase young women’s involvement and improvement in their livelihood activities and to liaise with family and community members;
· Work with TVETs and other stakeholders in integrating and applying gender equality strategy in their education system and policy;
· As part of the ongoing project activities, conduct gender analysis and provide program level quantitative and qualitative information on the key gender gaps to support the technical/program teams to use the findings for program course correction and improvement
· Document and share gender integration successes, challenges faced and lessons learned to help direct subsequent programming
· Support the program team in new innovations that will expand and enhance by giving special consideration to address gender inequities
· Leverage the gender integration strategies of the program and communication materials for use.
· Represents Save the Children externally, actively networking and building relationships with government, international bodies, corporate, other NGOs, networks and others as required to promote best practice on gender and particular women empowerment and employment.
· Implementing Partner Capacity Building
· Ensure capacities related to gender integration issues are included in capacity assessments and capacity strengthening activities of regional implementing teams;
· Conduct annual/refresher training on gender integration for implementing partner organizations with particular focus on women
· Project Planning, Monitoring, Evaluation and Reporting
· Ensure gender integration plans are incorporated into the annual work plans;
· Ensure the M&E systems include necessary indicators and tools for monitoring and reporting of gender inclusion plans.
· Ensure balanced number of young women and men have access to services provided by the program
· Monitor the progress of gender equality under each component and provide feedback for regional implementing teams.

Qualification
· BA Degree in relevant field, masters preferable, in an area of social development or equivalent, with a specialty in gender. Specific experience of working on youth livelihood in rural areas, women empowerment, gender policy design, promoting gender awareness, building capacity in gender and developing strategy and guidance.
Experience
· Recommended a minimum of 8 years of relevant progressive experience in development contexts, preferably with solid experience on women empowerment and gender integration related to more than one of the priority sectors: youth, education, private sector partnership, youth centers, and higher education’s institutes such as TVET’s and universities;
· Skills in designing and implementing gender integration policy and strategy at different institutional level
· Proven analytical and problem solving skills;
· Experience with writing reports for USAID or other major international donor.
Knowledge Skills and Ability
· Highly developed interpersonal and communication skills including influencing, negotiation, coaching, and youth mentoring;
· Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
· Ability to present complex information in a succinct and compelling manner;
· Fluency in English, both verbal and written;
