ROLE PURPOSE
The Senior Technical Advisor, New born and Child Health will provide national level technical support in all newborn and child health related technical areas. In an effort to realize Save the Children’s Pneumonia Centenary Commitment (PCC), s/he will work to ensure that Save the Children effectively and efficiently contributes its resources for improving the health and wellbeing of Ethiopian children. S/he provides close technical support to the Maternal and Child Health Directorate (MCHD) of the FMOH to support to the implementation, monitoring and evaluation of the national newborn and child survival strategy (2016-2020) of Ethiopia. This position will be based at the FMOH/MCHD in Addis Ababa with domestic travels as required.
SCOPE OF ROLE: Coordinate and participate in strategic program implementation and monitoring, policy analysis, advocacy for improved newborn and child health program quality and outcomes at national level.
Reports to: Save the Children’s Health and Nutrition Thematic Director (Line Manager); and the Newborn and Child Health Case Team Leader at FMOH/MCHD for technical oversight

SPECIFIC ROLES AND RESPONSIBILITIES
Technical Support:
· Actively engage/lead in the development of the Pastoralist ICC/CBNC model with TRANSFORM HDR Project, MOH and the TWG,
· With MOH, organize technical consultations on the ICCM/CBNC quality improvement plan, capture inputs and consolidate the plan, and
· Adequately assist MOH and Save the Children and ensure quality printing of the ICCM/CBNC job aids for HEWs as well as their distribution
· Ensure that lessons, best practices, and policy briefs and position papers from Save the Children’s new-born and child health programmes are shared/communicated through important platforms of the MOH and other child health streams
· Participate in supportive supervisions and review meetings of Child Health programs led by the MOH
Representation, networking and advocacy
· Represent Save the Children in the National Newborn and Child Survival Technical Working Group; closely work with and support the TWG, and liaise MOH and Save the Children on any child health related issues
· Closely work with and support the Newborn and Child Health case team of the FMOH/MCHD for high level technical assistance.
· Collaborate with other organizations and projects/programs working on new-born and child health program and ensure synergy, sharing of technical resources, learning and mutual support with Save the Children

QUALIFICATIONS
· A minimum of Master’s degree in public health and a first degree in medical sciences
· A minimum of 12 years’ experience in planning and implementation of child health programmes and policies both at national and subnational levels including at community and facility levels
· Experience in ICCM, IMNCI and CBNC and extensive knowledge of the child health arena and actors is a plus
· Strong understanding of the health sector transformation program, the health system and policy processes
· Experience in working with technical working groups and taskforces, with government, local and international partners Proven representation, influencing and advocacy skills and experience.
· Strong analytical and writing skills with demonstrated ability to write and present complex information in a succinct and compelling manner
· An understanding of child rights programming.
· Proven ability to manage a complex and demanding workload
· Excellent spoken and written English and Amharic, and computer skills
