Terms of Reference
The project:
The 24 months project is called “Linking and upscaling for employment”, in the framework of the SINCE Programme – Stemming Irregular Migration in Northern and Central Ethiopia, cofunded by the European Union - Trust Fund for Africa, contracting authority Embassy of Italy in Addis Abeba. The project implemented by a consortium of local and international NGOs, lead by Edukans Foundation, aims to reduce irregular migration from Ethiopia. The two specific objectives of the project are:
1. Improve access of target groups to quality TVET trainings and decent employment opportunities in Amhara Region through the promotion of partnership between private sector, public institutes, TVETs.
2. Improve capacity of industrial clusters of companies in the textile/garment, metal and construction sectors to create additional decent job opportunities.
The role
The Socio-economic expert will be based in Dessie, Kalu, Kemissie, Woldiya and Raya Kobo and he/she will be responsible of the beneficiaries selection process in accordance with all the partners in the intervention areas of North Wollo, South Wollo and Oromia Special Zone. He/she will assist the beneficiaries during the training and the job placement phases. He /She will contribute to the creation/reinforcement of the public employment services of the local administrations.
Responsibilities:
Project activities:
In accordance with the Partners, the Local Authorities and the identified TVETs:
· Identification of the beneficiaries based on the selection criteria;
· Selection process of 1500 youth that will benefit from training and job placement in textile/garment, metal work and construction sectors;
· Beneficiaries profiling and competencies analysis (CoC when required);
· Access facilitation to the vocational skills training among TVETs partners;
· Following-up beneficiaries during the job placement phase;
· Contribution in the development of a protocol with local authorities for the selection of youth in order to harmonize public employment services procedures of local administrations;
· Team working on the creation of a job matching center in Kombolcha;
· contribution in organizing networks and conferences with the attendance and participation of Companies, Woredas, TVETs, youth and women on value chain development and job creation.
Relationships and stakeholders:
· Relationships with the local partners and authorities on project sites implementation;
· participation in cluster meetings and other coordination meetings with local or international stakeholders related to the project intervention, keeping the Project Manager informed and up-to-date.
Job contract duration: 1-year renewable based on performance (45 days of probation period).Salary: the salary will be commensurate with the experience of the selected candidate and according to the organization salary scale.
Requirements:
· BA/MA, B.SC/MSC in Social sciences or Economics, preferably in the field of business management, public policies; Communications and related fields
· At least 5 years’ experience in organizing, developing, coaching of SME and IGA; job orientation and placement;
· Experience in project follow-up, data collection and monitoring;
· Ability to prepare periodic narrative reports;
· Excellent written and spoken English and Amharic languages;
· Team player and problem-solving attitude, good analytical skills, flexible and goal-oriented;
· Experiences in working with NGOs;
· knowledge and working experience in area of intervention.
